On 8/14/19, Licensing Program Analyst's (LPA's) Helen Estrella and Jeanette Estrada conducted an unannounced annual/random inspection to Mattel Child Development Center. Upon arrival, LPA's met with the Director Amy Fougy and informed her the nature of the inspection. LPA's confirmed that all adults working at the facility obtained a criminal record/TB clearance and are associated to the facility. LPA's were guided on a tour of the facility.

The facility is housed adjacent to Mattel and is a preschool and infant/toddler component site. The preschool consists of 3 classrooms. The following teacher to child ratios were observed during today's inspection: Twos classroom: 13 children being supervised by 3 staff; Prek One classroom: 12 children being supervised by 2 staff; Kinderprep classroom: 6 children being supervised by 2 staff. LPA's observed appropriate teacher to child ratio in the center.

LPA's observed the following during today's inspection:
Sign in/out sheet was observed and verified census of children in care. There are 2A10BC fire extinguishers, first aid kit and emergency backpacks in each classroom. Classroom spaces were found to be clean and free of potential hazards. Furniture and play equipment is age appropriate and in good repair. There is adequate heating, lighting and ventilation. Drinking water is available in each classroom. Disinfectants, cleaning solutions, poisons and other items that pose a danger are inaccessible to children in care. Napping equipment was observed in good condition. Napping children were observed to be properly supervised within ratios. Storage for children's belongings and isolation with sinks, toilets and cot available. Director states AM/PM and lunch is provided in the center. Menu and allergy forms observed.

The restroom area was inspected and there are sufficient toilets and sinks to accommodate the facility's capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. The restroom has adequate toilet paper and paper towels/wipes available. Restroom appear clean. There is adequate lighting/ventilation in the restroom area.

Outdoor play area was inspected for safety. It was observed there is sufficient cushioning material, age appropriate toys and equipment. LPA's observed cobwebs in corners of play equipment and Director will have areas cleaned prior to children use. There are no bodies of water on the premises. Play equipment is securely anchored and observed to be age appropriate for children in care.

LPA's reviewed children and staff records. Records appear complete with required licensing forms. The facility provides Incidental Medical Services (IMS) at this time. A review of medication policy, allergy list, storage and labeling was reviewed. Staff has completed Mandated Reporter certificates in file and Pediatric/CPR First Aid through 3/2020.

Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

The facility was informed of the following during today's inspection:
All adults 18 years of age and older providing Care & Supervision and/or have continuous presence in the facility shall adhere to a criminal background clearance with the Department of Justice, FBI and Child Abuse Index Check. A civil penalty of $100 per day will be cited if any adults 18 years of age older does not meet these requirements

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com.

Senate Bill 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).
An appeal may be filed, in writing 15 business days from the date of receiving the penalty assessment.

The facility was observed to operate within substantial compliance during today's inspection. An exit interview conducted with the Director and a copy of this report and Notice of Site visit was provided.
