On 03/05/2025, Licensing Program Manager (LPM) Emiko Bell and Licensing Program Analyst (LPA) Amelia Morales conducted an Unannounced Required- 3 Year inspection at the above facility. Upon arrival, LPM/LPA called the facility, in order to enter the facility, as there is a code that must be entered in order to unlock the gate. LPM/LPA were let into the facility by Teacher Kiesha Pratt. LPM/LPA were greeted by Director Jennifer Murrilo and an LIC125 Entrance Checklist was provided to help facilitate the inspection. Facility is currently licensed for a capacity of 26 children (10 infants and 16 toddlers). At the time of the visit, Co-Director Arpine Panosyan was present. LPA observed 20 children and 8 staff present at the time of the visit. Children's roster was reviewed and is current. Facility operating hours are Monday through Friday from 7:30 AM to 5:30 PM.

On the Facility Sketch, there are two designated rooms, the Pink room and the Yellow room. The Pink room is designated for infants ages 2 month to 24 months; the Yellow room is the toddler room, designated for children ages 18 months to 36 months.

LPM and LPA observed the following classroom ratios: Pink Room (four Teachers, and 6 infants); Yellow Room (four Teachers, and 14 toddlers). LPM Bell and LPA Morales observed teacher-child ratios in compliance and staff have the required background clearances at this time. A review of the sign in/out sheets was conducted; all children present were signed in.

LPA observed the following postings in the office: License, Preschool Daily Schedule, Emergency Disaster Plan, Earthquake Preparedness Checklist and the Disaster drill log was available. The last fire drill was conducted on 2/20/2025, and the last earthquake drill was run on 3/10/2025. LPM and LPA observed the following posting in the entrance hallway the Personal Rights, Child Care Center Notification of Parents' Rights Poster,
and the Child Passenger Safety Law.

During the tour of the facility, the following was observed: Furniture and equipment were inspected for age appropriateness and good repair. The classrooms were inspected to ensure that the floors have a surface that is safe and clean. LPA observed telephone service, heating, lighting and ventilation to be satisfactory. Children have adequate cubby storage for their belongings in each classroom.

For the Pink Room, LPM/LPA observed three cribs and 9 mats in the designated napping room.

For the Yellow Room, LPA observed napping mats to be stored in the storage cabinets. Mats are provided for each child enrolled. The parents provide sheets and blankets which care laundered daily by the facility.

The changing tables met licensing requirements. There was a restroom in the Yellow room. The sinks and toilets in both classrooms were in good repair, had toilet paper, and appeared to be safe and sanitary. All available toilets and sinks were in operable condition. General sanitation was observed. Per Director Murillo, children bring their own water bottle daily; each bottle is labeled with the child's name. Per Director Murillo, teachers refill water with a water jug that is located in each classroom. Per Director Murillo, if children forget their water bottle, teachers provide plastic cups.

There were First Aid Kits observed in each classroom. The isolation area is located in the office. Per Director Murrillo, teachers bring a child's mat into the office.

Disinfectants, cleaning solutions, medication and other items that are hazardous to children, were inaccessible to children. LPA observed fire extinguishers (2A 10BC) located in the entrance of each classroom.

Per Director, food is catered/delivered daily to the facility. All kitchen areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin.  Menus and allergy lists are posted in the kitchen in the classrooms.

Menus are posted one month in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Menus are emailed every Friday to parents. The facility provides breakfast, lunch and afternoon snacks to children.

All storage containers for solid waste, including moveable bins, have tight-fitting covers that are kept on and were in good repair. 

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.  All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade over the playground.

All floors were observed to be clean and safe. All materials accessible to children appeared to be toxic-free. Per Director Murrillo, there are no firearms or other weapons stored on the premises. There are no pools or bodies of water at the facility.

There is at least one person trained in CPR and Pediatric First Aid present during operating hours. Five children’s files were reviewed. Inspection of required forms was made and documented on the LIC 857. All five files contained the required forms. Five Staff files were reviewed. The review of Staff records was documented on the LIC 859. All five files contained the required forms.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and­resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
