Licensing Program Analyst (LPA) Elka Chavez conducted an unannounced Required - 1 Year inspection. LPA met with Lead Teacher, Kelly Calderon. LPA was joined by Coordinator, Vanessa San Martin who guided LPA on a tour of the facility. LPA was joined by Tom Woodward at 11:55 AM. This is a preschool program licensed for 48 children. Per the Director there are 13 children enrolled.

All areas identified on the facility sketch were inspected. The facility is located on the campus of Artesia High School which is part of ABC Unified School District. This is a Preschool program which consists of 2 classrooms: Room Sun Beam Cove and Room Critter Creek. There is a special education preschool program that operates on adjacent classrooms. At 11:00 AM LPA observed the Critter Room is being used by the special education program. The Sun Beam Cove is currently operating Monday through Friday from 8:30 am -11:30am due to low enrollment. Director, Tom Woodward stated that he is in the process of submitting the LIC200A form for a capacity decrease which will de-license the Critter Room.

Upon arrival, LPA observed 8 children with 2 staff. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The facility is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All children were observed to be under visual supervision of a teacher at all times. LPA was unable to review staff and children's records at this time as they are kept in the District Office.

Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, the nurse’s office is used as the designated ill isolation area. Parents are contacted immediately when children are determined to be ill. A first aid kit is kept in each classroom. Smoke detectors are present and fire extinguishers have been serviced in August 9, 2022.

Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. Meals are provided by the school districts food service department. LPA observed the meals are prepackaged. The facility provides breakfast and lunch for children. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. LPA observed they are kept in a cabinet with a lock.

Outdoor activity space equipment and surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment and slides have cushioning material to absorb a fall. The Director states that there are no bodies of water on the premises and LPAs did not observe any bodies of water during this visit.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Children’s Records were not reviewed.



Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director, Tom Woodward was reminded that all adults 18 and over, including employees and volunteers,
must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
