Licensing Program Analysts (LPAs) Rita Ramos and Monique Ayala conducted an announced case management inspection for the purpose of measuring a classroom due to a request for capacity increase. LPAs met with Cynthia Young, Director, who guided analysts on a tour of the facility. There were 7 children present with 3 staff upon arrival.

This facility is currently licensed for a capacity of 45 in Rooms 5 and 6. The Licensee is requesting to add Room 28 for an increase of 24 for a total of a licensed capacity of 69.

Currently the preschool program operates Monday through Friday. Room 5 operates a part day program from 8AM to 11AM. Room 6 operates a full day program from 6:30AM to 5:30PM. The Licensee is requesting that the program operate 2 part day sessions in Room 28. The AM session would operate from 8AM to 11AM and the PM session would operate from 12PM to 3PM. This program serves children ages 2 years to 5 years.

All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken.

The facility utilizes both written and electronic signatures for parents to sign-in and out. The electronic signatures are captures via a tablet in which each parent is designated a pin. A health check will be conducted prior to children signing in on a daily basis. There is drinking water readily available in each class.



Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Children in Room 28 will not nap at the facility. However, children in Room 6 do nap and the facility and they have napping equipment (cots) in a separate storage area by the Child Development Center office. This facility has requested a waiver for the use of the restrooms due to Room 28 not having restrooms located within the classroom. The waiver request indicates that the children will share the restrooms that are located at each end of Building E which are approximately 50 and 84 adult steps from Room 28. Age appropriate sinks and toilets were inspected for availability and good repair in these restrooms. LPAs observed that there are 10 toilets and 8 sinks in one restroom and 6 toilets, 10 urinals, and 4 sinks in the other restroom. LPAs also observed that the facility does have a carbon monoxide detector, smoke detector, and a serviced fire extinguisher.

Disinfectants, cleaning solutions, and other items that are dangerous to children, were observed to be inaccessible to children. Director states that there are no poisons stored at the facility.

This program provides breakfast, lunch, and snack for the children enrolled in the full day program. Children enrolled in the part day program receive a lunch. A monthly menu is available and posted.

This facility has requested a cafeteria waiver to allow children to eat snacks and meals in the cafeteria. The cafeteria is approximately 100 adult steps from Room 28. In review of the cafeteria and the kitchen, LPAs observed that the food preparation areas and food storage areas were clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. The facility was observed to be free of flies, other insects and rodents.

The facility has also requested a waiver for the outdoor playground through the use of a staggered schedule. The outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. LPAs advised the Director to ensure that the children are within the direct care and supervision, including visual supervision of the teacher(s) at all times. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed.

In addition to the outdoor playground, LPAs observed that the facility has a grassy yard area located between Building D and G (next to Rooms 5 and 6). The Licensee has requested that the facility be required to use the grassy area for special events. LPAs advised the Director that if the area is only used for special events or activities and it is not in use on a daily basis, then there is no need for a waiver request. --------Page 2 of 3

Director states that medication will be stored in each classroom in locked boxes. First aid kits are available in each classroom and were observed to contain the required first-aid supplies.

There are no bodies of water on the premises.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPAs advised that forms, regulations and quarterly updates can be accessed on the Child Care Licensing website at: www.ccld.ca.gov.

During the inspection LPAs were provided with an updated facility sketch to reflect measurements and a staggered playground schedule.

Based on measurements taken today: Room 28: capacity of 23 and Outdoor Playground: Capacity of 59. Although the Licensee requested a capacity increase of 24 in Room 28, and a fire clearance was granted for 24, based on measurements and final review of application, the maximum increase in Room 28 will be 23 with a total licensed capacity of 68.


There were no deficiencies cited during today's inspection.

The Notice of Site Visit (LIC 9213) – must remain posted for
30 days during the hours of operation after each site visit by a licensing representative. Exit interview was conducted with Cynthia Young, Director, including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role.
