On 2/9/2026, Licensing Program Analyst (LPA) Amelia Morales conducted an unannounced site visit to this facility to deliver findings on the above-mentioned allegations. LPA arrived at the facility and met with Director Jennifer Pearlman and Associate Director Jennifer Cavalieri. LPA Morales was guided on a tour of the facility.

Census: room #52 : 18 children with 4 staff; room #54: 12 children with 3 staff; room #55: 18 children with 3 staff; room #56: 12 children with 3 staff; room #57: 18 children with 3 staff; room #58: 14 children with 3 staff; room #60: 14 children with 4 staff; room #75: 18 children with 3 staff; room #76: 17 children with 3 staff; room #78: 18 children with 4 staff; toddler room#112; 11 children with 3 staff, and toddler room #114 with 12 children and 3 staff.

During today's inspection LPA Morales toured the facility, conducted staff interviews, children were interviewed, made observations, photos of physical plant were taken, obtained copies of supporting documentation, copies of emails, and obtained copies of Children's Roster.

-Pertaining to the allegation that, "Staff did not prevent daycare children from being attacked by another daycare child multiple times causing injuries."

-Per the Reporting Party (RP), "Child has been physically attacked multiple times while attending the daycare."

During the inspection conducted on 11/18/2026 at approximately 2:30 PM, LPA observed staff providing active supervision of children in care. LPA observed a Child 2(C2) walking toward another Child 1(C1), at which time a teacher intervened by positioning themselves between the children to prevent potential physical contact. Additionally, while LPA was interviewing C1 on the climbing structure, another child approached; staff remained present and continued monitoring the interaction. Staff 3 stated that "there are other children that know C1 is reactive and likes to come into their space. They see C1 as fun and are curious." LPA inspected the play kitchen area identified in the complaint and did not observe any enclosed spaces, visual obstructions, or barriers that would limit staff’s ability to supervise children. Photographs of the physical plant were obtained.

A review of children’s records on 2/9/2026 identified one documented incident in which a child alleged being punched; however, staff reported the incident was not observed.

-Pertaining to the allegation that, "Staff did not report incident(s)/communication to day care children’s authorized representative."

-Per the Reporting Party (RP), "repeated incidents and expressed concern that RP has not received any reports or communication from staff about the incidents.'

During staff interviews LPA Morales inquired when incidents occur does that facility do ouch reports, Staff 3 and Staff 4 stated yes. Staff 4, stated "yes especially if they are injured." Interviews and record reviews indicate the facility documents incidents through “ECC Incident Reports” and makes efforts to notify authorized representatives on the same day incidents occur. When asked how are parents notified Staff 4 informed LPA Morales that authorized representatives are notified on the same day an incident occurs, typically at pick-up and additionally by telephone or email when appropriate. During staff interviews Staff 4 informed LPA Morales that they noticed child had an injury on wrist, Staff 4 asked where the injury occurred child said "it happened at home." Per Staff 3 written report was documented, the child’s grandmother picked the child up and was unable to sign the report.

Therefore, based upon observations and interviews conducted the allegations above have been determined to be Unsubstantiated. The allegation may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violation occurred.
 

Notice of Site visit was given and must remain posted for 30 days.
