Licensing Program Analyst (LPA) Bardo Baluyot conducted an unannounced Required Annual site inspection. Upon arrival LPA conducted a COVID risk self-assessment and met with Teacher, Priscilla Marin who guided LPA on a tour of the facility. The Head Start program operates on the grounds of Highland Park Recreation Center. The facility is located between the park's public pool and baseball field and is referred to as the "Pool Building". Pool observed to be empty. This is a preschool age program licensed for 24 children which operates Monday – Friday from 8:30 AM-2:30PM. Per Ms. Marin, there are currently 9 children enrolled.

All areas identified on the facility sketch were inspected. Upon arrival, LPA observed 9 children with 2 staff and there was one parent volunteer present. Teacher-child ratios were observed to be in accordance with Title 22 regulations and staff names recorded. All children were observed to be under supervision, including visual observation, of a teacher at all times.

Care is provided in one room. According to previous Annual Inspection reports, a gate was installed in 2016 to prevent unhoused individuals from using the facility as shelter after hours. Staff also stated that the gate has served as a barrier to prevent past issues with graffiti and other unsanitary conditions. Telephone service is available and there are designated restrooms for children to use in the classroom. Furniture and equipment were inspected for age appropriateness and good repair. Room is well ventilated (portable coolers). Rugs and flooring were observed to be clean. Availability of drinking water was observed via water jugs and cups in the classroom which is also made available when using the outdoor playground. First Aid supplies are kept in a first aid kit containers and were inventoried for quantity and expiration dates. The Director's office is used for ill children waiting to get picked up. The staff restroom can also be used for ill children if needed . Cleaning solutions are kept in a locked kitchen cabinet. LPA observed toys and other learning materials available for children.

Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. The classroom was inspected to ensure that the floors have a surface that is safe and clean. Refrigerator and microwaves were observed to be clean. Previous citations regarding color/appearance of facility's water were cleared after being tested and found to be free of contaminants. All materials and surfaces accessible to children are toxic free.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides AM snack, lunch and PM snack. All food is protected from contamination. Solid waste storage vessels, including moveable bins, have tight fitting covers on and are in good repair. Cleaning compounds, detergents and hazardous items are stored in an area inaccessible to children.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed points. Outdoor activity space surface is maintained in a safe condition as is free of hazards.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Per Staff, there are no children currently on medication and IMS (incidental medical services) are not being provided.



Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. NO DEFICIENCIES CITED IN ACCORDANCE TO TITLE 22 CALIFORNIA CODE OF REGULATIONS.
