On 11/09/2022 Licensing Program Analyst (LPA), Lisa Clayton conducted an unannounced Annual Required Inspection. LPA met with Director Amy- Marie Rivera and toured the facility indoors and outdoors. LPA toured 4 classrooms at the main campus (563 n Alfred St.) and the “Toddler House” (523 n. Alfred St). LPA Clayton observed 67 children and 14 staff at the Main campus and 23 children and 7 staff at the Toddler house, all being supervised and care for appropriately. Days and hours of operation are Monday through Friday 8:15am to 3pm. Morning and afternoon snack are provided and a lunch option for the EC1 and EC2 classes. Menus for snacks are posted at least one week in advance where an authorized representative can view them.

Both the Main Campus and the Toddler House are safe, clean and in good repair. There is adequate storage for children's belongings. There is adequate furniture, toys and activities, which are age appropriate and in good condition. The heating and lighting is adequate. There is drinking water readily available to children. The bathrooms are clean, all toilets flush properly, and there is running water, soap, and paper towels available for children to wash and dry their hands. There is a separate bathroom for staff. There are ample mats and sheets available for children's use, and they are stored properly. The playground has safe and age appropriate equipment.

All required documents are posted for public review. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months, and the log indicates the last one done was on October 20, 2022. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility has a functioning carbon monoxide and smoke detectors that meet statutory requirements. LPA Clayton observed 2 4A:80B:C Fire extingquishers on the Main Campus and 2 2A:10B:C Fire Extinguishers at the Toddler House. The center is equipped with a 3 fully stocked first aid Kits.

The center roster was reviewed, and a revised copy is to emailed to LPA Clayton. A review of 10 children's files and 8 staff files was completed.

A REVIEW OF RECORDS TODAY INDICATE THAT ALL STAFF OR OTHER INDIVIDUALS WHO REQUIRE CAREGIVER BACKGROUND CHECKS HAVE CRIMINAL RECORD & CHILD ABUSE CLEARANCES OR EXEMPTIONS. LPA reviewed a sample of staff files and observed files were complete with health screening, First Aid/ CPR Certifications and current documentation of completed Mandated Reporter Training.

At least one opening/closing staff member has a current CPR/First Aid certificate. Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).

Capacity, ratio, and limitations as specified on the license are being maintained. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked cabinet area. No poisons were observed during the inspection.

Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. The name of the child care center director or fully qualified teacher(s) designated to act in the director’s absence will be reported to the Department.

Incidental Medical Services (IMS) are currently being provided. A sample IMS plan was provided. Director is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. No deficiencies were cited today, Per Title 22, Division 12, Chapter 3, of the California Code of Regulations. Technical Assistance – Advisory Notes were issued (see LIC 9102TA)

An exit interview was conducted, a copy of this report was read and provided to the Director. This report shall me made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
