Licensing Program Analysts (LPA) Shandra Powell conducted an unannounced Annual Inspection. LPA met with Flora Mc Gregroy, Director, who guided analyst on tour of the facility. This is an Preschool program which consists of one large room which is seperated into three classrooms for the preschoolers. The facility also has a a Toddler Option component. Section #1 Bumble Bees had 2 staff present with 3 Preschoolers. Section #2 Dolphins had 2 staff present with 1 Preschooler. Section Room #3 had 1 staff present with 4 preschoolers. (Toddler Option) which is located in Structure Building #2 had 2 staff present with 1 Toddler. Both structures have cameras to view the entry gate and to release the lock to allow entry into the facility. Facility operation hours are Monday to Friday from 7:00 AM to 6 :00 PM.

The following was observed during the tour of facility: Required documents to be posted. Carbon Monoxide and Smoke Detectors.

Disinfectants and cleaning solutions and other items that are dangerous to children, were inaccessible to children. Director Assistant states that there are no poisons in the facility. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing facilities are safe, sanitary and are operating properly. All floors are clean and safe.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin the kitchen is not used at this time. Children are served breakfast, lunch and PM snack provided each day by an outside vendor (Teach Learn Change). All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. Drinking water is readily available both indoors and outdoors. LPA observed water fountain indoors and outdoors for structure building #1. Toddler structure classroom uses a gallon of water and cups for readily available water for children. The facility was observed to be free of flies, other insects and rodents.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.

Teacher /child ratios were observed. Care and supervision was evaluated to determine if the basic needs of children are met appropriately. Sign in and out sheets and procedures were reviewed. Staff and children records were reviewed. Verification of CPR/First Aid was provided at site. First Aid Kit was observed and inspected in classroom.

Toys were observed to be clean and safe. Napping equipment (cots) were observed in storage area. Children bring their own sheets and blankets each week. Parents are responsible for cleaning the child's linen weekly. Each child has their own cubby to store their belongings.

In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

Children's roster was not reviewed due to not available. Disaster drill log was available, last drill was conducted on 04/25/19.

Menus are posted in advance monthly where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request.

The facility shall ensure that each child is never left unattended, and is under the direct visual supervision of a staff person at all times; this facility currently does provide medication to children in care.
