On Thursday, June 16, 2022 at 12:35 p.m. Licensing Program Analyst Mayra Rivera conducted an annual inspection and met with Director Wendy Galan who guided LPA Rivera on a tour of the facility.

This is a preschool program with a toddler component which consists of 3 classrooms. This preschool and toddler component program operates Monday to Friday from 7:00 a.m. to 5:30 p.m. All areas identified on the facility sketch were toured both indoors and outdoors.



At approximately 12:40 p.m. LPA entered classroom Rainbow and observed a total of 10 preschool children in circle time with staff #1, staff # 5, staff #6 and a volunteer present. LPA Rivera observed age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed individual personal bin containers with children names inside their cubbies with their personal items. LPA observed cleaning solutions stored inside the storage cabinet with child proof lock in place making it inaccessible for children to open the cabinet door. LPA Rivera observed a trash bin with a tight-fitting lid.

At approximately 12:44 p.m. LPA entered classroom Sky and observed a total of 7 preschool children playing with staff #3, staff # 7 and staff #8. LPA Rivera observed age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed individual personal bin containers with children names inside their cubbies with their personal items. LPA observed cleaning solutions stored inside the storage cabinet with child proof lock in place making it inaccessible for children to open the cabinet door. LPA Rivera observed a trash bin with a tight-fitting lid.

At approximately 12:46 p.m LPA observed classrooms Sunshine and Cloud not being utilized. Per director due to low enrollment and post Covid, the classrooms have not been used.

At approximately 12:55 p.m. LPA entered classroom Star and observed a total of 8 toddler's playing outdoors with staff #2, staff # 4 and staff #9. LPA Rivera observed age appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed individual personal bin containers with children names inside their cubbies with their personal items. LPA observed cleaning solutions stored in the kitchenette area and a half locked door in place making it inaccessible for children to open the door. LPA Rivera observed a trash bin with a tight-fitting lid and another for diapers and diapering station arm's length from hand washing sink.

At approximately 1:06 p.m LPA Rivera observed one bathroom (one located near classroom Sky) and the other in the toddler's room to be in good condition with working toilets, sinks, hand soap dispenser, and paper towels. LPA observed a total of 6 toilets and 6 sinks. Ill/isolation area children utilize the restroom located in the Cloud room.

At approximately 1:15 p.m. LPA Rivera entered the outdoor playground to conduct an inspection. LPA observed the toddler's area to be separated from the preschool area. LPA observed the equipment to be age appropriate and in safe condition, free of sharp, no loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under climbing equipment, are cushioned with cushion padding that absorbs a fall. For outdoor drinking water, LPA observed a water dispenser with disposable water cups. For adequate shade, LPA observed a sun sail triangle. LPA Rivera observed a step trash bin with a tight-fitting lid.

Heating lighting and ventilation were evaluated by LPA Rivera. LPA observed central AC/heater and vents located on the floor with a screen protector. LPA observed the thermostat located in the hallway, classrooms and the current room temperature to be at 73 degrees. LPA observed the fire extinguishers located inside the classrooms and and main entrance and the valve on the required 2A10BC fire extinguishers indicating fully charged and serviced on 9/17/21. LPA Rivera observed the pull-down alarm station. LPA did not want to activate the alarm therefore the alarms were not tested. Last fire/earthquake drill conducted on 5/20/22.

LPA observe napping equipment (cots). For ill/isolation area children utilize the secretary office and a cot is available for children to rest if needed. At approximately 1:45 p.m. LPA Rivera reviewed staff, children files, children roster and sign in/sign out sheets. Children's files are up to date and complete.

This program provides breakfast, lunch and p.m. snacks. The meals are provided by a vendor. A monthly snack menu is available and posted in each classroom. For water drinking LPA observed disposable water cups and water dispensers in each classroom. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents.

Facility administers medication. Before administrating medication, parents sign a medication consent form, provides the medication in original container with Dr's prescription. At this time, the facility does not have any children with medication.

Program director Wendy Galan has proof of pediatric First Aid/CPR certification expires 5/21/23, child abused mandated certification (AB 1207) dated 1/13/22 and immunization against pertussis, and measles, and influenza declination. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

Incidental Medical Services (IMS)
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Criminal Record Statement
Program director Wendy Galan was informed that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
