On June 20, 2023, at 9:00 a.m., Licensing Program Analyst (LPA) Denise Gibbs conducted an unannounced follow-up inspection and met with Principal, Christiana Park.

There were 95 children and 20 staff present when the visit began.

During investigation LPA toured the facility, reviewed sign in/out sheets and staff attendance sheets. On the day of 4/17/23 Room #1 was out of ratio according to Title Five, which the facility must follow due to being funded by California Department of Education. Room #1 had 30 children, one Teacher and four assistants. According to Title Five, one qualified Teacher is needed for every 24 children. Per staff, the classroom was out of ratio by six children for about an hour and a half. Per Principal she was unaware of the extra children in the class and that the classroom needed assistance. After this incident Floating Teacher's schedule was adjusted to be available to cover ratio if needed and a new Teacher has been hired. -----------------PAGE 1 of 2

LPA observed this facility on multiple occasion's and did not find the facility out of ratio at any time. LPA observed a white board in the staff lounge that is used to document the number of children enrolled, present and absent in each classroom. LPA observed a smaller board in the main entrance that documents what staff is out for the day and who will be covering that staff member. All staff confirmed that the facility has not been out of ratio since 4/17/23.

Based on the available information, the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be Substantiated. California Code of Regulations, 101216.3(c) Teacher-Child Ratio, is being cited on the attached LIC. 9099D.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days.

Exit interview was conducted with Principal, Christiana Park. A copy of this report and appeal rights were discussed and provided.

On June 20, 2023, at 10:45 a.m., Licensing Program Analyst (LPA) Denise Gibbs conducted an unannounced follow-up complaint inspection and met with Principal, Christiana Park. LPA disclosed the purpose of the inspection and was granted entry into the facility.

There were 95 children and 20 present. LPA conducted final interviews with staff and children.

Information obtained provided no disclosures that children are not being supervised. Staff confirmed that they are always supervising children even when cleaning the classroom. Interviews with children informed that teachers are watching them and keep them safe. Parents had no concerns regarding supervision at the facility. Facility had a vacant Housekeeper position who's duties are to empty trash cans and wipe tables, assisting the staff. Since position has been vacant it is staff's responsibility to complete these duties for their classroom. Interviews inform that is it challenging to clean and supervise children but staff confirm they are taking turns and there is not a lack of supervision. ----------------------PAGE 1
