25 | On 7/12/2023, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced case management inspection for the purpose of an incident observed while delivering findings for complaint control # 58-CC-20230417145953. Upon arrival LPA was greeted by Felicia Torrence- Principal and observed 55 children and 12 adults.
During todays visit, LPA was informed by Principal that one of the construction workers (Matthew and Stewart Company) doing construction on Main St. informed her that the main waterline was mistakenly cut and a water spill took place. Per construction worker, the main waterline to the Center had to be shut off; however, the Elementary School was not impacted and The Department of Water and Power was contacted to help restore water service. Per Principal Torrence, district operations has been contacted to bring in port-a-potties.
Principal Torrence informed LPA that their current plan to ensure children have access to the restroom, hand washing stations and drinking water is as follows:
Bottled water will be provided for drinking.
Children will have access to hand sanitizer and a pump hand washing station on yard 2.
Children will be escorted to the restrooms (toilets and sinks) at the elementary school kindergarten area which can be accessed directly from a locked gate. Principal will ensure potty chairs are provided as an alternative as needed. Principal will ensure ratio is maintained (1:8). Parents are bing informed of the incident via telephone.
Principal provided LPA with the Unusual Incident Report (LIC624) and the following:
-Facility Sketch (Center and Elementary School, showing route to restroom access)
-Overall plan for ensuring supervision, appropriateness of toilets and ratio.
If this is a prolonged time frame, a plan may need to be submitted to the department for approval.
