Licensing Program Analyst (LPA) Shandra Powell conducted an unannounced annual required inspection. LPA met with Darlene Bladon, Director, who guided analyst on a tour of the facility. This is a preschool program which consists of 4 classrooms; The 2's(Purple Room) and the younger 3's Room (Blue Room), The Older 3's &4's Room(Green Room), The 4's & 5's Room (Orange Room). Facility operation hours are Monday to Friday from 6:30 AM to 6:00 PM.

All areas identified on this report were inspected. Upon arrival, the following staff were present during this inspection: The 2's Staff #1 with 14 napping preschoolers, 3's Room: Staff #2 & #3 with 9 preschoolers, The Older 3's Room: Staff #4 with 11 preschoolers, The 4's Room: Staff #5 with 10 preschoolers. The following was observed during the tour of the facility.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed all classrooms have a back door with a sensor with sound when and if back door is open. Children have their own cubby to store their belongings. Linens are cleaned by facility each week. (Schedule for each class to clean linens is on the wall in the teacher corner of each classroom).Napping equipment (mats) were observed. Per Director, the isolation area is located in the Director's Office. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. Availability of indoor drinking water was observed in classrooms. (Children will use personal bottles in class and on playground).


Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Director states that there are no poisons stored in the classrooms.

First Aid supplies were observed in each classroom. According to the Director, medication is only administered to a child when accompanied with a doctor's note and is stored in the kitchen classroom.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the Director of the importance of Safe Sleep Practices. According to the American Academy of Pediatrics (AAP) more than 3,500 babies in the U.S. perish suddenly and unexpectedly every year while sleeping, often due to Sudden Infant Death Syndrome (SIDS). An infant is a child under 24 months of age. Director was given a copy of “A Child Care Provider’s Guide to Safe Sleep” pamphlet during the visit. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was also advised on how to log into the Child Care website at www.ccld.ca.gov and sign up to receive Quarterly Updates and Provider Information Notices (PINS) by entering their personal email to receive Important Updates.



Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Menus are posted one month in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Preschoolers are provided with a breakfast and lunch but have the option to bring their own meals from home. The children's representative provides AM and PM snack. The facility has a cafeteria on campus the cafeteria prepares and delivers the food to each classroom daily.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Children bring their own personal water bottles outside during outdoor activity's.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children’s Records were reviewed for completeness; Inspection of required forms was made. LPA issued the Children’s Record Review (LIC 857) to the Director during this inspection. In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

LPA also issued the Review of Staff records (LIC 859) to the Director during this inspection. In review of staff records, LPA observed that Staff #2, 3 &4 did not have immunization records on file. Per director immunization's are located in the Human Resource Office. The Office was closed during inspection.

Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed, LPA observed 5 children not sign in on sign-in sheet during inspection. Not all children present were signed in. LPA advised the Director to make sure that children are being signed-in at drop-off and at pick-up. Disaster drill log was available, last drill was conducted on March 27th, 2019 (Fire Drill).
