13 | On 6/28/19, Licensing Program Analyst’s (LPA) Helen Estrella conducted an unannounced visit for the purpose of concluding a complaint investigation. LPA met with the assigned lead teacher Rosanna Torres and informed the nature of the visit. There were 73 children at the facility with 18 staff. LPA observed the facility operating within capacity of the license and have appropriate teacher to child ratio.
Based on evidence gathered over the course of the investigation, there is insufficient evidence to support the allegations that staff denied day care children from using the restroom and staff failed to supervise day care children in restroom. It was observed on multiple occasions during the investigation that staff escort children to and from the restroom and stand next to the door ensuring visual supervision is taken place during restroom use. Therefore, the allegation is deemed - Unsubstantiated. Unsubstantiated - A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
Exit interview conducted and a copy of this report and appeal rights provided to the facility. |
