Licensing Program Analyst (LPA) Seung Lee conducted an unannounced complaint inspection. Upon arrival LPA Lee met with Teacher Qianqing Li and assistant Megyi Chen. There were 16 children present with the two staff members. About 30 min after, Assitant Director Choi Chan arrived at the faicility.

During the inspection LPA Lee conducted interviews, reviewed records, and made observations in regards to the above allegations. The reporting party alleged that Staff#2 from this facility violated the personal rights of children in care and used inappropriate discipline on children in care. The complaint specified that Staff#2 yelled at children in care, and forced a child to eat during meal time. The allegation also specified that Staff#2 had hit a child, was physically rough with a child, and locked a child in a room as a form of dicipline. The facility denied these allegations and made no disclosure when interviewed, including Staff#2.

During the investigation, LPA Lee obtained a police report from the San Gabriel Police department that was related to the above allegations. LPA Lee observed that the information stated on the report did not corroborate any of above allegations. The reporting party that made the allegation was not available for an interview.

During the investigation LPA Lee interviewed children in care at the facility. The information obtained during these interviews did not provide any evidence that corroborated any of the above allegations.

The evidence obtained during this investigation did not provide any supportive evidence that the allegations did happen. The reporting party was not able to be reached to provide further context and elaboration in regards to the allegations provided. The facility and all staff member interviewed denied all allegations. Although it is possible that the allegations did not happen. There was also a lack of evidence to determine that the allegations were false.

In conclusion, although the allegations that staff used inappropriate discipline by leaving a child in a dark room resulting in injury, staff violated personal rights of children in care by forcing a child to eat, yelling at a child and being physically rough with a child in care may be valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore at this time the above allegations are found to be unsubstantiated.

The notice of site inspection must remain posted for a period of 30 days during hours of operation. Failure to maintain this posting for 30 days will result in a civil penalty of $100.00 dollars.
