Licensing Program Analyst (LPA) Staicy Perry and Nolan Tcheng conducted an unannounced 3 year Annual/random inspection to the above facility. Upon arrival, LPAs disclosed the purpose of the inspection and met with Licensee, Marinela Valdez as well as husband Oscar Alvarado and daughter Marisela Valdez was also present. Licensee who granted entry to facility and who guided analysts on a tour of the facility. Inspection was conducted in Spanish. Adults in the home were discussed and all have criminal record clearance. There were 6 children present, 3 being infants. The licensee states that there are currently 14 children enrolled, children's roster was reviewed and is current. LPAs provided LIC 126 upon entry. Required postings were observed on Parent Board to the left upon entry. Disaster drill log was available during today’s visit, last drill documented was 11/27/2023. Licensees’ hours of operation are 6:00am-6:00pm, M-F.

This is a one-story home which consists of 2 bedrooms, 1 1/2 bathrooms, kitchen, dining room, living room, front, side and backyard (fenced). The children use one bathroom, living room and dining room area, kitchen area and front and side yard for play. Per licensee, areas off limits to children and parents include: 2 bedrooms, and licensee's bathroom. The LPAs toured all areas used by children during this visit.

All areas identified on the facility sketch (LIC999) as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. LPAs observed central air and heat through the unit. There is a working telephone maintained in the home. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. There is a working telephone service maintained in the home. Family members residing in the home are 4 adults (criminal record clearances on file). Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible in all areas of the home. The licensee states that there are no poisons in the home. The licensee does understand that poison must be locked with a key or combination lock. LPAs observed these items stored in off limits Kitchen cabinet with operable child safety lock at time of inspection. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Page 1

LPAs observed storage bins filled with plastic toys, soft blocks, large Legos, and other age-appropriate toys, free of loose and sharp parts available for children. LPAs observed electrical cover outlets all through the home. LPAs observed Bathroom 1 to have operable toilet and sink, adequate hand washing and toileting.

Per licensee, there are no bodies of water on the premises. Licensee confirms no bodies of water on premises. LPAs did not observe any bodies of water. There were safe toys, play equipment and materials observed for children. An Emergency Disaster Plan was posted at the time of visit. Children’s records were reviewed to ensure that each child has an Identification and Emergency form. The licensee has current Pediatric First Aid and CPR, which will expire 5/11/25 . Proof of immunization against influenza, pertussis, and measles were readily available during today’s inspection. AB1207 Mandated Reporter training at time of inspection and will expire on 7/5/205.


Per Licensee, the children will have access to front yard as well as side yard. LPAs observed outdoor play area to be accessible down hallway to the right of Licensee's home. LPAs observed large multi-level play structure in outdoor play with cushioning material below to absorb fall well maintained benches and tables available. LPAs observed outdoor play area to be free of hazards and all trees, shrubs, and plants are maintained at time of inspection.

LPAs observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with service date of 7/22/23. LPAs tested dual smoke and carbon monoxide detector and observed to be in operable condition. LPAs observed First Aid kit and was inventoried for necessary supplies. Per Licensee no firearms in the home. LPAs reviewed children's records and LPAs observed children's records to be complete at time of inspection. Childrens records and required licensing forms were discussed.

LPAs did observe one pet (small dog) located in the back yard in a gated area that is off limits to the children and is not in the home during daycare hours. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPAs reviewed and issued the LIC 311D - Forms/Records to Keep in Your Family Child Care Home. Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Licensee was advised how to access forms and Regulations online at www.ccld.ca.gov. Licensee was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care. AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with the Licensee, Marianela Valdez

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS
