32 | Per LPM A. Chico, all water needs to be lead tested if used for food preparation and washing. Per administrator, no food service is provided at this time. Per administrator, children In care will bring their own food. No water used for food preparation or washing. Director to provide LIC 855 written declaration statement regarding use of water in facility.
During inspection, LPAs observed bleach and floor cleaning chemicals accessible in kitchen area. Administrator immediately corrected issue and stored cleaning chemicals in cabinet in kitchen inaccessible to children in care. A technical assistance citation issued. Carbon monoxide detectors were observed and are operable. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal.
During inspection, LPAs noted the following regarding the outdoor play area: one outdoor play structure broken with pointed shards of plastic, a mound of cement located near the garden area by the shade structure, and gated fencing around outdoor play area with 2 holes – one by the corner and one in the middle portion of the fencing. A type B citations issued. There is adequate shade in the play yard. LPAs advised that no children shall be left without the supervision of a teacher at any time. There are no firearms stored on the premises. There are no pools or bodies of water at the facility.
Per administrator, no children enrolled in facility at time of inspection. Thus, no children’s records reviewed. Per staff record review, LPAs inspected the following documentation in staff’s file: Education, LIC-501: Personnel Record, LIC 508- Criminal Record Statement, LIC 9052- Employee Rights, LIC 503- Health Screening, Proof of immunization against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate. During staff file review, LPAs observed that staff files were incomplete. A technical assistance citation issued and LPAs will conduct another follow up visit to ensure complete staff files and documentation prior to facility opening.
LPAs advised administrator that at least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day.
