Licensing Program Analyst (LPA) R. Derraco conducted an unannounced required one year inspection to the above facility on 08/26/22. LPA arrived at the facility at 09:55 AM and met with licensee, Patricia Oseguera, who guided analyst on a tour of the facility. Also present during this inspection was A2. Per Licensee, she only cares for he grandchildren for now. Licensee states she is accepting children currently. LPA observed 1 toddler and 1 infant in care. Per licensee, A2 is their mother.

This is a two story home which consists of 4 bedrooms, 2 bathrooms, kitchen, dining room, 2 living rooms, a detached garage, a laundry room, front yard and backyard (fenced). LPA observed an off limits living space above the garage. The living space consists of a living room, one bedroom and a bathroom. Per licensee, the living space is occupied by her mother in law. Per licensee, the living space is part of the home's address however there is a separate entrance to the living space. Off limit areas include all four bedrooms, one bathroom, kitchen area, laundry room, upstairs living room, backyard, detached garage and living space built on top of the detached garage.

The main care area is located in the downstairs living room. LPA observed two leather couches, a leather chair, ceiling fan, wall mounted television, a locked fireplace, an air conditioning unit mounted in the window, and age appropriate toys. LPA observed the dining area to have a raised dining table and chairs. Child locks were observed beneath the kitchen sink and kitchen cabinets making contents inaccessible. No sharp objects such as kitchen knives were observed to be accessible in the off limits kitchen area. LPA observed a gate separating the dining area from the off-limits kitchen area. Per licensee, it is currently not in use because she does not have any children in care other than her grandchildren, and her grandchildren live in the home. The bathroom designated for use by children was observed to be clean and free of defects. LPA observed a lock beneath the bathroom sink making the contents inaccessible. Poster and the Facility License were observed to be posted in the main care area.

Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. All adults present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in the licensed childcare home. Licensee states that there are firearms stored in an off limits bedroom however licensee does not have access to the safe. Per Licensee, ammunition and firearms are locked separately in a safe box. LPA observed the safe used to store firearms to be locked.

There is telephone service via a cellphone that is used and the cellphone stays at the facility during operation hours. LPA observed a wall heater in the off limits hallway to have a cover making the unit inaccessible. Detergents, cleaning compounds, and other items which could pose a danger to children were observed to be kept outdoors in the off limits laundry room. The valve on the 3A 40BC fire extinguisher indicates fully charged and was serviced on 09/08/21 as indicated on service tag. Smoke and carbon monoxide detectors were tested and are operable. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. No bodies of water were observed on the premises. LPA observed a pet dog in the off limits back yard area.

The licensee has completed training on preventive health practices including Pediatric

First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 07/21/23. LPA observed that the Licensee has proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Per licensee, she does not have a file for her grandchildren. LPA provided technical assistance on documents to be kept for children in care and advised that grandchildren count as children in care. LIC 9102s provided to licensee to assist her with creating files for children in care.

Incidental Medical Services (IMS):
IMS was discussed with licensee. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.cdss.ca.gov. LPA also discussed and provided the Provider Information Notices (PINS) on Recently Approved Safe Sleep Regulations in Effect: PIN 20-24-CCP, Children's File Checklist.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the licensee Patricia Oseguera.
