32 | There were inconsistent statements made by P2 that her children have never mentioned anything about the licensee handling children in a rough manner. Another statement was made by P3 that her son told her that the licensee got him by his hand, pulled it hard and gave him time out. When C2 was asked about the incident he stated no that licensee is not mean.
Based on the evidence obtained during the investigation through, interviews, observation, and review of records, there were no disclosures made that support the allegation “Licensee yelled at a child in care” There were statements made by P2 that she was there on two occasions that other children were getting picked up, the children come out smiling. She never heard the licensee yelling at children. Statements made by P3 that she has not heard the licensee yell and her son hasn’t said anything. A statement made by licensee that she does not yell, they like to talk.
Based on the evidence obtained during the investigation through, interviews, observation, and review of records, there were no disclosures made that support the allegation “Licensee confiscated child's food” Statements were made by Licensee, that C3 threw the donuts by the door. That the donuts were thrown at her. That licensee did not confiscate the donuts because C3 ate his donuts. Another statement was made by P3 that she always asks her children if they eat their food, they say yes.
Due to information and statements initially stated during interviews. The allegations have been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.
Declaration stating licensee is following the parents rights by allowing parents to come inside the facility.
Note: The roster has been discussed with the licensee, it is a continuous record of the names of the children that have been enrolled since she has been licensed. Children’s names are not removed only the date they left has to be indicated.
Exit interview has been conducted with Licensee Deanna Robles. Appeal Rights were verbally explained and provided to Licensee as well. A copy of this report (LIC 9099) along with the Appeal Rights LIC (9058) has been signed by LPA Vasquez. A Notice of Site Visit was provided to Licensee. PAGE 2 OF 2
