On 01/14/2020, Licensing Program Analyst (LPA) Karren Starks made an unannounced visit for the purpose of conducting a Required 1 year Inspection. LPA met with and toured the facility with the Director, Siranush Andakyan. The facility serves 3 full-day sessions and 3 half-day sessions. The facility operates M-F 7:30am - 5:30pm. LPA observed 105 children during nap time with proper care and supervision. All center staff had fingerprinted and associated to the licensed facility.

Furniture and equipment was inspected and found to be age appropriate and in good repair. Telephone service, heating, lighting and ventilation were in good condition. LPA observed the required postings including the menu. Food is delivered daily to the facility from the main kitchen. Kitchen area observed to be clean and cleaning supplies were made inaccessible to children. All food and snacks observed were stored properly, and the quantity was found to be sufficient. The facility had functional smoke detectors and carbon monoxide detectors, which were not tested at time of inspection due to children napping. Fully charged fire extinguishers were observed. All trash cans had tight fitting lids. Toilets and sinks were operable, with a sufficient supply of toilet paper, soap and paper towels. Children's records were found to be complete. The facility roster was up to date, fire and disaster drills are conducted monthly. The emergency disaster plan is updated and reflected the current operation. The Director has current 1st Aid/CPR. Outdoor equipment was in good repair. LPA observed shade in the outdoor play area. Drinking water is made available during outdoor play.. Facility has electronic sign in/out with the ability to provide hard copies if needed or the electronic system is inoperable.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA reminded the Director that it is the staff's responsibility to know the regulations as well as anyone who assists in providing care. Director was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. LPA also advised the Director to read the Child Care quarterly updates every season as they come out to stay informed of any changes or updates to the regulations. LPA informed the Director of the Child Care Advocate Program (CCAP) who provide many other helpful resources to the licensees and the public. Facility may also register on CCAP website for the new quarterly report to be notified. Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Existing licensees must meet requirements by March 30, 2018. New employees shall have 90 days from date of employment to complete training as required. This training requirement may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. Website: www.mandatedreporterca.com
