On 11/26/2024 at 8:57 a.m. Licensing Program Analysts (LPA) Doris Whitmore made an announced visit to VOA / El Jardin De Ninos Headstart for the purpose of conducting a Case Management - Licensee Initiated inspection. The licensee is requesting to care for children ages 2-5 years old in Classroom 01 and Classroom 02. There is a total of 4 classes at the facility. At the time of the inspection there were no children in care and 3 staff. The Hours of Operation for the Early Headstart is 8:00a.m. too 3:15p.m. The hours of operation for the State Preschool is from 8:00a.m. to 3:00p.m. and 7:00 a.m. to 5:00p.m. In the office all required forms were posted. The fire clearance was approved on 11/14/2024.The following was observed in Class 01 and 02. Age-appropriate furniture, equipment, and toys. The classrooms were in good repair. Furniture and equipment were observed to be in good maintained in good condition, free of sharp, loose, or pointed parts. Tables and chairs were age appropriate for the ages of the children along with the tables. Both classrooms had adequate lighting. The trashcans in the classrooms had tight fitting lids there are cots for napping The Fire Extinguisher was a 2-A:10 B: C. First Aid Kit was observed with required supplies. There wasa working smoke detector and carbon monixde.Cubbies were observed for children’s belongings. There were no bodies of water or firearms on premises.

LPA inspected the restroom, and the following was observed 3 toilets, 3 sinks, storage unit for diapers, diaper genie, 1 changing table at arm’s reach of the sink. One trash can with tight fitted lid.

The outdoor activity grounds are enclosed by a fence and a brick wall to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has rubber turf and grass for cushioning to prevent injury from falls. The outdoor activity space was observed to be maintained in a safe condition and is free of hazards. There is adequate shade in the outdoor activity area. LPA Whitmore observed one brown storage unit with age -appropriate materials. There were two tricycles for the children with helmets. An exit interview was conducted with Nury Gonzalez, Education Coordinator and Quen Tran Program Manager. Final license determination will be made upon review by Licensing Program Manager . A copy of this report, appeal rights, and notice of site visit was issued.
