On 03/13/2020 at 8:45 am, Licensing Program Analysts (LPAs) Adrian Risher conducted an unannounced annual inspection to the facility to ensure the health and safety of the Child Care Center according to Title 22 regulations of the Department and Health and Safety codes. Upon arrival, LPA met with Gloria Davis , Director. At 8:50 AM, LPA was guided on a tour, inside and outside of the Center. There are no changes to the facility layout or to the off-limit areas of the Center. There were no school age children present at the Center during the time of inspection. The operating hours are Monday to Friday 8:00am am to 4:30 pm.

The Center utilizes the school age room for the school age program. The school age children use the 2 restrooms located in the rear of the room. LPA inspected the restroom. The boys restroom included 2 sinks, 3 urinals, and 2 toilets. The girls restroom included 3 toilets and 2 sinks. LPA observed adequate sinks and toilets to accommodate the facility's capacity. There is adequate heating, lighting and ventilation. LPA inspected the kitchen during the inspection. The Director stated that the center provides breakfast, lunch and snack. LPA observed snacks and food stored in the kitchen for the school age children. The Director stated that the food is brought to the school age room and the children eat in the room. During the inspection, LPA observed the Center to be clean and free from any potential hazards. The Director stated that the school age program is open from June to August every year. The school age center is not operating at this time.

The Center is equipped with a fully charged fire extinguisher 3A:40BC. The Center is equipped with a working smoke detector and carbon monoxide detector. There is a first aid kit in the Center. The Director stated that she hires the staff in May or June for the school Age Program. First Aid supplies were inventoried and available. LPA observed the required postings for operation on the parent board. LPA reviewed the Fire Drill log which was found to be current. No children or staff files were reviewed during inspection since the school age program is currently not operating. The Director stated that there are no children enrolled at this time and the staff has not been hired yet.

LPA inspected the outside play area. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. LPA observed the required shade, drinking water and fencing were inspected. The play area was inspected for hazards and inaccessibility to bodies of water. The Director stated that the children are placed on a schedule when the school age program is in session. The children play on the same outside play area as the preschool children.

No citations will be issued today

An exit interview was conducted. A copy of the report was provided to the Director.

The following were also discussed with the Center Director:

Assembly Bill 633: Upon receipt of a citation for a Type A Deficiency, the director shall post the licensing report for 30 days in addition to the Notice of Site Visit & provide copies of the licensing report (LIC 809D/9099D) to parents/guardians of children in care at the facility by the close of business the following day or the next day child returns to the facility. The same report must be provided to parents/guardians of children newly enrolled at the facility during the next 12 months & licensee will obtain a signed Acknowledgement of Licensing Reports (LIC 9224) from parent/guardian & place it in each child's file.

Senate Bill 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com page 2

IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The licensee was advised how to access forms and Regulations for Child Care Center online at www.ccld.ca.gov. Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

The Center Director was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
