On 03/12/2020 at 8:30am, Licensing Program Analyst (LPA) Adrian Risher conducted an unannounced annual/random inspection. LPA met with Tangela Mckellum, Lead Teacher, and discussed the purpose of the visit. LPA toured the inside and outside of the facility with Stacey Jenkins, Director at 9:00am. Upon arrival, LPA observed the infants in highchairs and eating breakfast. LPA observed a total of 1 infant present being supervised by 1 staff member. While conducting the inspection, LPA observed 4 additional infants arrive and 1 additional staff member providing supervision. LPA verified that all adults present have obtained criminal record clearances and are associated to the facility. LPA also reviewed the sign in and sign out sheet to verify the census. The operating hours are Monday to Friday 6:30am to 6:00 pm.

LPA inspected the infant classroom and found it to be clean and free from any potential hazards. LPA observed the classroom to have age appropriate material and equipment. The furniture in the classroom was found to be in good repair and age appropriate. LPA observed adequate heating, lighting and ventilation. Sanitary solution, toxins and other items that pose a hazard are out of reach to children. Staff stated that the these items are stored in the kitchen. Staff stated that the entrance of the kitchen stays locked. There is sufficient infant napping equipment. LPA observed Infant cribs with padding and sheets available for napping. Infant changing tables have padded surface no less than one inch thick, covered with washable vinyl, and raised sides at least 3 inches high. There are no walkers, bouncy seats, exer-saucers or jumpers observed in the room. LPA observed changing tables within arm's reach of a sink.

The outdoor play area was inspected for health, safety, cushioning material, good repair and age appropriateness. LPA observed separate outdoor yard for toddlers and infants. LPA observed Play equipment in good repair and areas for shade and rest. LPA observed Drinking water is readily available. There are no bodies of water at the premises.

LPA observed the restrooms to be clean with a supply of toilet paper, soap and paper towels. LPA observed Potties for young children and steps for assistance. The kitchen was inspected for food services. LPA did not observe any toxins stored with the utensils or dishes. A sufficient supply of food for snacks was observed. LPA observed formula for the infants that is labeled and stored in the kitchen cabinet.
Staff stated that the isolation area is the swings near the entrance of the infant center.

LPA observed staff and children records to contain appropriate documentation and education credits. Staff and children files were complete. At least one person in each component has current Pediatric/CPR First Aid valid 09/2020 There are completed Mandated Reporter certificates on file. LPA observed menu and required licensing posts. LPA Risher observed Trash cans with lids, First Aid kits, Fully charged Fire extinguishers and smoke/carbon monoxide detectors. First Aid supplies are stored in the bathroom. The smoke detector and carbon monoxide detector were tested during inspection and operating. LPA also observed fire/emergency drill logs to be current.

No citations will be issued today.

At this time, the facility provides Incidental Medical Services (IMS).

Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

The following were also discussed with the Center Director:
Assembly Bill 633: Upon receipt of a citation for a Type A Deficiency, the director shall post the licensing report for 30 days in addition to the Notice of Site Visit & provide copies of the licensing report (LIC 809D/9099D) to parents/guardians of children in care at the facility by the close of business the following day or the next day child returns to the facility. The same report must be provided to parents/guardians of children newly enrolled at the facility during the next 12 months & licensee will obtain a signed Acknowledgement of Licensing Reports (LIC 9224) from parent/guardian & place it in each child's file.

Senate Bill 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com

The licensee was advised how to access forms and Regulations for Child Care Center online at www.ccld.ca.gov. Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

The Center Director was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
