Licensing Program Analyst (LPA) Shandra Powell, conducted an unannounced required 1 year inspection to the above facility on 12/13/2022. LPA arrived at the facility, identified self and met with Shakina Campbell, Lead Teacher, who guided analyst on a tour of the facility. LPA provided Lead Teacher with a copy of the LIC 125 Entrance Checklist to help facilitate the inspection. This is a preschool program which consists of 2 classrooms. Facility operation hours are Monday through Friday from 9am to 2pm. The facility is located on the grounds of the Coldwater Canyon Park.

All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during this inspection Staff #1, #2 and #3 with 11 preschoolers. The facility was observed to be within the license capacity and limitations. The following was observed during the tour of the facility; All Documents to be posted in a publicly area were viewed during inspection.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Pre Lead Teacher children do not nap at the preschool center. Per Lead Teacher the isolation area is located in the hall way close to office door across from front door of center. LPA observed a small blue child like couch next to cubby for ill children. Age-appropriate sinks and toilets were inspected for availability and good repair in all restrooms. LPA observed one stall with two sinks in restroom located in center and on stall designated to child care center located in the outside public rest room in the park. LPA observed a lock on the stall door located in the restroom in the park. (the bathroom stall is only for preschool children at this location).

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. LPA observed cleaning solutions on top of high cabinet during inspection. Carbon Monoxide detector were observed and tested during inspection. LPA observed Fire Extinguisher and Fire Alarm. Fire Extinguisher was last serviced on 12/09/2021. LPA reminded staff the Fire Extinguisher must be serviced once a year and or a new extinguisher can be purchased.

All kitchen areas/food preparation areas and food storage area are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal. Children bring their own lunches only snacks are provided from the Preschool Program. LPA observed a snack menu posted during inspection.

For outdoor play children play on the park grounds. Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slide, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed by each child having their own cups, which were labeled. LPA advised that no children shall be left without the supervision of a teacher at any time. LPA reminded staff all children be supervised to and from the restroom at all times.

All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free there are no firearms stored on the premises. There are no pools or bodies of water at the facility.

There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed. Children present were signed in. Disaster drill log was available last drill was conducted December 6th 2022.

Snacks were reviewed for availability, quantity and appropriateness to children in care. Menus for the past 30 days are available upon request.

Facility staff was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/ day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Childrens Records were reviewed. The name, address, and telephone number of child's authorized representative are on file. Inspection of required forms was made and documented on the LIC 857.

LPA also reviewed staff records. The review of Staff #1 and Staff #3 records was documented on the LIC 859. Staff present did have proof of the AB 1207 Mandated Reporter Training Certificate on file. Staff present did have proof against TB, measles, pertussis, and influenza.

First Aid supplies were observed in the classroom on the wall. According to Lead Teacher no medication is administered to children in care.

The following was thoroughly discussed:
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. The facility was operating in compliance during today’s inspection on 12/13/2022. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.
