On 8/4/ 2020 Licensing Program Analyst (LPA) Chandler made an announced visit to Wilshire Boulevard Temple preschool (located on the premises of Wilshire Boulevard Temple) for the purpose of conducting an increase in capacity inspection. LPA met with director, Ms. Bovill; classroom(s) were measured and inspected for health and safety compliance. During todays inspection the Temple's Rotunda room and 4 out door play areas were inspected, for the purpose of increasing the preschool capacity form 182 preschoolers to 191 preschoolers and adding a toddler option of 24 children. The class room (Rotunda) will be used for the toddler program ages 18 months to 36 months. The center has an approved fire clearance for 211; 187 preschool children and 24 toddlers in the Rotunda. The classroom(Rotunda) was equipped with age appropriate furniture and toys in good repair. LPA observed a pull station fire alarm system, a combination smoke and carbon monoxide detector, a posted emergency disaster plan, menus were posted, a first aide/earthquake kit with the required supplies, central air and heating. Children are required to bring back packs to store their belongings, back packs will be hung on individual hooks, no cubbies were observed. Mats and personal linen are used for napping. Children will have access to a restroom located in the corridor of the rotunda, the rest room was previously designated as an adult woman's restroom, director shall have the signage to reflect the restroom shall be used exclusively for the early education children. There were 8 toilets and 4 sinks, stepping stools were also observed to assist children with utilizing adult sized equipment. LPA observed a purchased changing table to be installed for diapering, licensee will be advised to provide potties chairs or potty seat rings to accommodate

The smaller toddlers when using the adult sized toilets.

Existing licensed classrooms will be used to accommodate the preschool capacity each class has one toilet and one - two sinks for a capacity of 15 children per classroom and additional restrooms in the corridor. Class were inspected and measured by fire inspector michael.a.miller@lacity.org

LPA observed a gated play yard to be used for toddler age children; there were age appropriate toys and equipment, all climbing equipment had resilient cushioning beneath it in good repair. LPA also observed two separate, fully gated play yards for the preschool age children. All three yards and equipment were age identified.

The licensee wishes to use and divide, a large grassy field to accommodate the required out door activity space of 75 square feet per child. Based on the LPAs observation of this area, it did not meet health and safety standards Title 22 section 101238.2 (d) Outdoor Activity Space which states in part:

The surface of the outdoor activity space shall be maintained:
(1) In a safe condition for the activities planned.
(2)Free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard.

During todays inspection of the large grassy field LPA observed a large presence of bees that were drawn to the the type of grass in this area. This area will not be included in the facilities capacity. The following measurements were used to determine the centers capacity.

Rotunda - 664.25 divided by 35 sq. ft = 18.99 children
Toddler play yard - 1362.17 divided by 75 sq. ft = 18.16 children
Preschool play yard #1- 6540.80 divided by 75 sq. ft = 87.21 children
Preschool play yard #2- 4297.59 divided by 75 sq. ft = 57.30 children
(total outdoor space for preschool = 144.51)

Based on the above out door calculations a capacity of 18 children will be granted to the toddler component.

The preschool will be granted a capacity of 187; based on the fire clearance, and pending approval of the requested alternate play ground schedule

Also during today's inspection LPA observed lots of construction being conducted, director was advised that prior to resuming classes all construction must be complete specifically the part that is taking place on both preschool play yards.

As of todays inspection the center has not been granted an increase until the above mentioned and all recommended advisories have been completed.
