25 | On 1/2/2020 at 9:34 a.m., Licensing Program Analysts (LPAs) Antonio Almanza and Claudia Escobedo conducted an unannounced annual random inspection at the facility to ensure that health, safety and personal rights as required by Title 22 Regulations governing California Family Child Care Homes (FCCH) are met. LPAs met with licensees, Jesse and Glenda Howard who led LPAs on a tour of the indoor and outdoor accessible areas of the home. The FCCH operates Monday-Friday from 2:30 p.m.-6:00 p.m. Upon arrival LPAs observed a Ring doorbell at the front entrance. It is a two-story home with a detached garage. LPAs were led through the living room to access the accessible areas to children, which include a child care room, bathroom, game room and outdoor play area. Children in child care have a separate entrance on the south of the house. The off-limits areas of the home are blocked-off by a locked door dividing the home from the child care rooms. There were no children in care during today's visit.
The child care room is equipped with 4 children's tables, children's chairs, books, and 3 computers. LPA's observed a working 2-A:10-B:C fire extinguisher and dual smoke/carbon monoxide detector. A bathroom is located on the north side of the child care room. Three first aid kits were observed to be stored in this bathroom. Bathroom is equipped with safety drawer latches and no shampoo/conditioner or cleaning compounds were accessible to children. The outdoor play area is accessed through the child care room. The home has a pool with a 5 foot fence and door fence that swings outwards. LPA's observed that the pool fence does not have a working self-latching system at this time. Licensee, Glenda, states that she will adjust the springs on the gate to self-latch. Licensee, Glenda, states that children in care do not use the pool during hours of child care. Licensees have built a play house that they state is for girls only. The facility has a game room equipped with video game systems.
All detergents, cleaning supplies are stored in well latched cabinets in the laundry room. Sharp objects, including knives are stored in the off-limits kitchen.
