On 9/14/2023 Licensing Program Analyst (LPA)Ortega arrived at the facility for the purposes of a subsequent visit to conclude the complaint investigation regarding the above allegation and deliver findings. LPA Ortega met with Site Supervisor, Gloria Mancilla. The facility was toured and the census was taken, LPA observed 20 children in care and 7 staff proving care and supervision.

During this investigation, LPA observed classroom #2 and classroom #9 with working Air Conditioning(AC) and currently there was no water leaks. There is a small stain by the door exit ceiling in Room 9 but the facility already contacted the AC Company for follow up and consultation. LPA Ortega observed air conditioning in classroom #2 at 68 degrees. According to facility the AC was not working and children were transferred to another CCL approved licensed classroom that was not being utilized at the time and the AC was functioning properly. The facility responded and took action to correct the AC in a timely manner

On 8/30/2023 and 9/14/2023 LPA Ortega completed a food supply inventory and observed food receipts indicating sufficient food for the children enrolled. According to interviews conducted staff are aware if a child is requesting additional food staff may contact the kitchen staff for additional food following the nutrition guidance program.

Based on the interviews conducted with Staff, parents and children no disclosures were made indicating children's health and safety were placed at risk. Facility reacted immediately relocate children while arrangements were made to have the AC functioning again. Therefore, the allegations above regarding physical plant: Classroom has a leak and classroom's air conditioning is in disrepair are deemed Unsubstantiated. Also, the allegation of personal rights- Staff not providing adequate food service to day care children is Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegation occurred.

According to Title 22 and Title 5 facility is complying with rules and regulation. No deficiencies will be cited during this inspection investigation. Exit interview was conducted and a copy of this report, appeal rights were given to the Site Supervisor, Gloria Mancilla.
