Licensing Program Analyst (LPA), Silva Garibyan met with the director Bernice Zachariash and conducted an Annual Random visit. LPA toured and inspected the preschool in accordance with the facility sketch on 08/01/2019 at 11:10 a.m. The facility operates Monday through Thursday, from 8:30 am to 3:45 pm and Friday from 8:30 am to 1:15 pm.
A review of the sign in/out sheet was conducted to verify the current census of children. Currently there are 7 teachers and 7 aides present. Facility is operating within capacity limitations. LPA observed a total of 92 children upon arrival. The facility consists of 9 classrooms and children are separated by age groups. LPA observed proper teacher to child ratios in each classroom.. There are no bodies of water on the premises during the visit. There is 1 staff bathroom located near the Kitchen. Director's office is used as isolation areas for sick children.
The following were observed during this visit:

1. Teacher/child ratio;
2. Care and supervision of children in care; teacher/child interaction;
3. Availability of drinking water to children both indoors and outdoor
Drinking water is available inside the classrooms in the form of water containers and disposable cups. Pitchers and disposable cups are used for outdoor drinking water on the yard.
4. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
5. Cleanliness of bathrooms, operation of toilets and sinks.
There are 2 children's bathroom consisting of a total of 9 toilets and 6 sinks, all functioning properly. LPA observed toilet paper, soap and paper towels readily available. There are additional sinks in 5 of the 9 classrooms. Water temperature was tested and is appropriate.

Outdoor play equipment, bicycles and toys were observed to be in good condition. The outdoor area consists of 4 play areas; 2 play yards, a bicycle area and an atrium for art activities. Shade is available for resting children. The main play yards containing swings and the play structure use wood chips for cushioning. These yards are separated by a fence and children using the yards at any given time are separated by age groups.

The following was discussed:

Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee was also made aware that the quarterly updates are also in Spanish.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. No deficiencies were cited. Facility is in substantial compliance at time of visit.

Disinfectants, cleaning solutions and poisons were observed to be inaccessible to children in a maintenance storage shed outside that is locked.

7. Sign in/out sheets; postings; emergency disaster drill logs.


8. Storage of children's belongings/Napping equipment.
There are cubbies for children's belongings in all classrooms. LPA observed a sufficient quantity of cots available for napping children. The bedding is stored separately and properly in between the cots.
9. Current certification for CPR and First Aid for the director expire 08/2017. As a condition of being a qualified director, CPR and First Aid certification, shall always be current.
10. Sample of children's files were reviewed for accuracy and completeness.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that Medication is administered by the director or teacher, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children in the director's office. There is a separate area for isolation and care of ill children in the director's office. There is a cot available for each ill child.
The facility provides snacks only. Children bring their own lunches. A hot lunch program is offered and is prepared either in an off-limits kitchen on site on the second floor. The second floor of the facility is made inaccessible by gates at the bottom of the staircases that contain latches on the inside of the gates to prevent children from opening them. Menus were observed posted on the parent board. The food preparation area is upstairs in the kitchen and meals are taken into classrooms. Sharp utensils are stored in the upstairs kitchen or high on a shelf in the classroom, inaccessible to children. Opened snack items are properly stored in air tight containers inside the classrooms.

Children eat inside their classrooms. Trash cans used for solid waste disposal contain a tight fitting lid. Trash cans for paper waste do not have lids.
