On 12/8/2022 Licensing Program Analyst (LPA) Judy Laureano arrived at Dreamland Land Child Day Care Center for the purpose of delivering findings of the above mentioned allegations. LPA met withYev Bersheteyn and discussed the purpose of the visit. LPA observed 20 children and1 staff and assistant director providing care and supervision during nap time.

On 10/5/2022 Licensing Program Analyst (LPA) Judy Laureano arrived at Dreamland Child Day Care Center on 1641 Centinela Avenue, Santa Monica, CA 90404 for the purpose of investigating the above-mentioned allegations. Upon arrival, LPA met with Anna Bernshteyn and discussed the purpose of the visit. LPA toured the facility and observed 15 children in care and 2 staff members providing care and supervision. LPA received and reviewed the following: children's roster, discipline policy, staff roster, review of camera footage of 9/26/2022 and parent handbook.

On 10/5/2022 LPA Laureano conducted investigative interviews with staff, children and parents. On 12/8/2022, investigations were concluded. No information was disclosed that children’s personal rights were violated.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove or disapprove the allegation, therefore the allegation is found to be unsubstantiated.

Exit interview was conducted with Assistant Director and a copy of the report was provided.
