Licensing Program Analyst (LPA) Shandra Powell conducted an unannounced 1-Year Required Inspection. LPA met with Lynette Sawyer, Director who guided analysts on tour of facility. This is a preschool program which consists of 13 classrooms; Facility operation hours are Monday through Friday from 7:00 AM to 6:00 PM. Census were taken. During initial start of inspection LPA observed 116 children in care with 10 teachers/staff and or assistants.

PHYSICAL PLANT: Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. No poisons were accessible to children Licensee understands that all poisons are required to be locked with a key or combination lock. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing sinks are safe, sanitary and are operating properly. All floors are clean and safe. LPA advised Director to add a sensor on the east door that leads to a busy street outside of facility. The door is a exit and entrance door with a push bar and leads out to a very busy street. The door is located at the end of the hall on the bottom floor of the facility next to classrooms. Director agreed.



All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. LPA observed one dead roach inside cabinet where eating utensils are stored (photo taken). This poses a immediate health and safety risk to children in care All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. Drinking water is readily available both indoors and outdoors. The facility was observed to be free of flies, other insects and rodents.

Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. Storage for children's belongings was inspected. Parents take linens home on Friday and returned on Monday. Per Director, the isolation area is located in the sick room a bed and bathroom are also located in this room. Sign in and out sheets are completed electronically. There were total of 116 children present at the initial start of inspection and all children were signed in.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. LPA observed 4 tricycles missing rubber handles and pedal covers. Director removed tricycles from yard during inspection. Director will order replacements for handles and pedals. This poses as a potential safety risk to children in care.

The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. LPA observed Smoke and Carbon Monoxide detectors. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised Director that all adults 18 years of age and older providing Care & Supervision and/or have continuous presence in the facility shall adhere to a criminal background clearance with the Department of Justice, FBI and Child Abuse Index Check.


FACILITY RECORDS:
All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. Expires (02/27/2020). The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, mandated reporter training, training, and/or experience, and health screening form for each staff present are on file and were reviewed.

In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

Children's roster was reviewed and was not complete during inspection. Drill log was available, last drill was conducted on 02/27/2020 (today) during inspection (Stranger Danger) and on February 2020 (Fire Drill).

Snack menus are posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Snacks were reviewed for availability, quantity and appropriateness to children in care. The facility provides breakfast, lunch, PM snack. The facility has a cook on site and meals are prepared at the facility.



Medication: Incidental Medical Services (IMS) policy was discussed For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Staff and Children’s Records were reviewed for completeness; Inspection of required forms was made. Four random teachers files and six random children files were reviewed and completed. LPA issued the Confidential Names List (LIC 811) to the licensee during this inspection. The Confidential Names List documents the staff and children’s files that were reviewed during this inspection.

LPA advised the licensee to access forms, providers information notice (PIN), regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. LPA advised director regarding testing of water for lead.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
