Licensing Program Analyst (LPA) Victoria Hunt met with licensee's assistant Brianna Escamilla who guided analyst on a tour of the facility for an annual random inspection. During the time of this inspection four children were observed actively playing with toys in the kitchen/ living room area. Residing in the residence includes licensee, her spouse, and adult children. All adults who reside in the home have been background cleared. During this inspection the licensee is operating within the capacity of her license. Licensee is observed to be providing adequate supervision of children at the time of this inspection.

The home was inspected as follows: Living room, formal family room, kitchen, dining room, laundry room and garage, bedrooms and bathrooms in the home; long with the backyard area.

The home is set up as follows: This is a two-story home with 4 bedrooms, 2 1/2 bathrooms, kitchen/dining, living room, formal family room, laundry room and attached garage. The home was inspected for safety, comfort, cleanliness, telephone service, central air and heat and ventilation. Also for inaccessibility to poisons, detergents, cleaning compounds, medicines, and other hazardous items that can pose a danger to children. Licensee states that there are no weapons, firearms in the facility. There is a first aid kit on premises that is, fully stocked.

Licensee utilizes the living room/kitchen as a play area for the children. The formal dining room is designated as the (play room) area for main care. Near the main entrance door LPA observed cubbies in which children can store their belonging; cubbies have each child's name located on the door. There is a staircase near the main entrance door that was observed to have a security gate preventing children from having access to the upstairs bedrooms/bathrooms.

Across from the stairs there is a room designated as an office, which is inaccessible to children. Children utilize a bathroom that is located on the right side of the hallway. The bathroom was inspected and it was free and clear of hazardous items, the bathroom was clean, sanitary, and in good condition. In the bathroom a pedestal sink was observed. The bathroom has an ample supply of soap and towel observed for the children to use.

The laundry room is located across from the bathroom. The laundry room was observed to have a child proof knob on the door to prevent children from accessing the room. The garage is located through the laundry room and the garage was observed to have a lock (key bolt) on the door. The garage is off limits to children. There are no day care activities conducted in the room.

The kitchen was inspected, it was clean, orderly and in good repair. The licensee keeps sharp objects such as knives in a plastic container. All cabinet drawers were observed to be locked via magnetic locks.

There is another security gate that separates kitchen from the living room.

In the living room, LPA observed (1) play yard, (1) changing crib that was in good condition and age appropriate toys in which the children can play with. Age appropriate furnishings were observed to be in the room. In the formal dining room, LPA observed more toys, books and games. Books are stored on bookshelves. There is a large bookcase that is bracketed to the wall. There are animals observed in to be in cages (2 small hamsters). Children nap in play yards and mats. LPA observed ( 5 plus ) napping mats (vinyl) in the day care area. The napping equipment that was in good and sanitary condition.

There is a fireplace observed in the living room which is properly screen with glass panel doors. The fireplace is inaccessible to children. This home has central AC and heat. Licensee has posted as required the License, Emergency Disaster plan and Parents Rights Poster.

Off limits areas include: all bedrooms and bathrooms upstairs, the garage, and laundry room area.

There are firearms in this facility which stored in a safe, located in the garage area. The garage is inaccessible to the children in care. LPA observed locked safe. The garage area is completely inaccessible to children in care. The entry to the garage area is though the laundry area, Licensee has the required 2A10BC fire extinguisher. Smoke and carbon monoxide detector was tested and is in operational condition. LPA observed that licensee's her assistant (Brianna Escamilla) pediatric CPR & First Aid are valid until: 10/2020 as indicated on the certificate. Licensee has a current roster. Fire disaster drills are completed every six months the disaster drill log was observed during the inspection. Children and staff records were reviewed and complete.

Children have access to the backyard area the backyard was inspected by LPA. During this inspection, there was in ground pool observed in the backyard area. LPA inspected fencing around the pool. The pool fencing was at least five feet high and made of wrought iron. The fence is constructed so that it does not obscure the pool from view. The wrought iron gate swings away from the pool. The pool has a self-closing latch located no more than four inches from the top of the gate. The gate is able to close with no assistance by itself. Pool can be observed through the glass door in the kitchen and a window located in the living room. There are play toy outside in which the children can play with ( bikes, cars, houses, slides) Play equipment is securely anchored to the ground.

IMS was discussed, Licensee will not be providing IMS at this time, may consider in the future. IMS was discussed, Applicant will not be providing any medical services. Incidental Medical Services (IMS) policy was discussed. LPA advised for IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee informed that children enrolled to her family day care must have received immunization's required by California Law. Licensee shall have the parents submit a copy of the immunization record for child's file on a blue card PM286B. LPA informed licensee she may visit www.ShotsForSchools.Org for details on California immunization laws. Other reference materials.

Licensee and her assistant have immunzations for: pertussis, measles and influenza.

**Licensee informed to review updates/regulations for 2017/2018 on the department website: www.ccld.ca.gov ; AB 1207 - all child care employees must complete mandated reporter training beginning January 1, 2018; AB 1387 - and AB 2236 process to request a formal review of deficiency and establishes an appeal process for civil penalties; SB 792 - requires all staff and volunteers to show proof of immunization against influenza, pertussis and measles, and TB clearance, beginning September 1, 2016; AB 2231 Effective July 1, 2017 - Civil Penalty Amount changes. Licensee was advised of proposed safe sleep regulations.

Licensee was given a copy of the safe sleep regulations and referred to website: safe sleep regulations requirement for homes applicant was also referred to https://www.nichq.org/resource

This facility was evaluated in accordance to licensing laws and regulations to ensure the health and safety of children. No deficiencies were cited today.

Exit interview was conducted and a copy of this report was discussed with licensee and left at the facility.

LIC 9213- Notice of Site Visit was given to licensee and posted. Notice of Site Visit must remain posted for 30 consecutive days. Failure to do so will result in an immediate civil penalty assessment of $100.
