On 08/24/2023, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced visit for the purpose of delivering the findings for the above-mentioned allegations. LPA Ornelas met with Licensee SHAUNTE TAYLOR. LPA toured the facility and observed 7 children in care being supervised by 3 staff.

Throughout the course of the investigation, LPA Ornelas conducted interviews with the licensee, one staff, the reporting party, the co-reporting party and two parents, and reviewed documentation in the form of the Child Care Facility Roster, voice recordings and parent newsletters.

-Pertaining to the allegation that “Licensee hit a daycare child with a door while in care”
According to the Reporting Party (RP), Staff 1 (S1), Child 1 (C1) and Child 3 (C3) were playing chase when they both ran into the bathroom and closed the door, S1, told child 1 (C1) to leave the bathroom because they have a 1 child per bathroom rule.

S1 opened the door and she slammed the door into C1 body. LPA conducted interviews with S1 who stated that the door had to be open to ensure the C1 and C3's safety as well as Child 2's (C2) safety who was attempting to get inside the restroom and although the door did strike C1, per S1, it was not done with full force or intentionally but accidentally due to C1 pushing against the door to prevent it from being opened. Per S1, C1 was consoled and given water. Parent 1 (P1) stated that they were not present; however, genuinely believes that they would not have intentionally hit any of the children and by no means thinks that it was done aggressively or with any intent of hitting a kid. It is really unfortunate but my child (Child 3) said, yes, it did hit C1 but the teacher took C1 away and C1 wasn't being a good listener and then C1 went home.


-Pertaining to the allegations that “Licensee pushed a daycare child while in care,” that “Licensee screamed at the daycare children” and that “Licensee mishandled daycare children while in care”:
According to the RP, C1, was yelled at and pushed for playing with window shutters and added that the Licensee has screamed at and pulled Child 4's (C4) arm and that C4 was disenrolled after one week. LPA contacted Parent 2 (P2) of C4 who did not corroborate with what was said. P2 stated that C4 was enrolled at the Family Child Care for 4 months and did not experience any treatment that involved C4 being yelled at pushed or pulled and was disenrolled for unrelated reasons. Licensee stated that children always play near the window and pull on the blinds or pull the window open, but that she and has never pushed or yelled at children, simply redirected them.


-Pertaining to the allegation that “Adult hit a daycare child with an object while in care”:
According to the RP, S1 was swinging the children inside a gallon bucket used for cleaning and with the force of the momentum, it is presumed that another child walked over and was hit by the bucket with the child inside it. Co-Reporting Party (CRP) stated that Child 2 (C2) wasn't able to say much other than C1 was hit by a bucket that was twirling around and that S1 was swinging them and accidentally hurt another child. According to the CRP, C2 was 2 years old and could not clearly state what occurred or who was hurt. Per Staff 1, there was a bucket that was used to store Legos that was used as a “spaceship bucket” during the time that construction was taking place. S1 stated a child was, at times, put in the bucket and lifted up and down; however, no children were ever hurt.

A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
