Licensing Program Analysts (LPAs) Sims and Thompson- Miller were greeted by above facility’s Director Jennifer Najera. LPAs were at the facility to conduct an unannounced random annual inspection. Upon arrival LPAs observed 29 napping children and six teachers. Incidental Medical Services (IMS) policy was discussed.
Director stated there were no medications in the facility at this time.

The facility's hours of operation are Monday through Friday 7:00 a.m. to 6:00 p.m. Per the Director, the facility does not transport any children. The facility uses rooms 109,113,114, and 117 for child care, and 115 and 118 joined together as a large napping room. The facility has three bathrooms with a total of three urinals, 9 sinks, and 9 toilets. Age appropriate sinks and toilets were inspected. The toilets were functional and there was toilet paper, soap, and paper towels.

Furniture and equipment were inspected for operable conditions and age appropriateness. Telephone service, heating, lighting and ventilation were evaluated. LPAs observed individual storage for children's belongings (cubbies). Children have access to water through water pitchers and disposable water cups located inside of the classroom. Children also have their own cups with their names on them. The facility uses the one side of the nap room to isolate sick children. Children are provided with cots for nap time. Director indicated the children's bedding is washed by parents weekly.

First Aid supplies, smoke detector, carbon monoxide and fire extinguishers were observed and in operable condition. The fire extinguisher (2A10BC) was fully charged. Trash cans with tight lids were observed. The facility provides, am and pm snacks, and lunch for the children. Parents also have the choice to provide their own lunches. Food was inspected and it was properly labeled, stored, and within expiration date. Kitchen area is adequately equipped, clean, and free from hazards. The kitchen has an industrial sink, stove, refrigerator, and freezer. Menu is posted, dated, and accessible for parent’s review. Allergies are posted in each classroom and in the kitchen.

The outdoor play area was inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, sand, conditions and age appropriateness. Climbing structures, slides, and play equipment were found to be securely anchored with cushioning material underneath and around the perimeter. Children have access to water through water pitchers and disposable cups during outdoor activities. The playground is fenced all around, and no bodies of water were observed in the outdoor play area. The playground area has a shaded rest area for the children.

Children and staff files were reviewed and found to be complete. The facility roster and fire drills were up to date, and all staff have been fingerprinted and associated to the facility. The facility director has a current CPR and Pediatric First Aid certification, which expires on 08/30/2021 Note: Online CPR/ First aid courses are not acceptable and would result in a citation. During the inspection LPAs observed adequate teacher child ratio in each classroom. The parent board was reviewed and had all of the required forms posted and accessible to parents.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The new two-part online mandated reporter Mandated Training (MRT) went live in May 2019. It contains a General Training and a Child Care Specific Training. Staff who took the training after May 2019, even if recertifying, had to take both the General and Child Care Specific Training Segments. The post- May 2019 General Training is required once. When licensees and staff recertify in two years, they will only need to complete the Child Care Specific Training. Those who took the online (MRT) before May 2019 will need to take both parts of the online training when they recertify. The following was discussed with the director:


Smoking is prohibited on the premises of a child care center; Infant walkers, baby jumpers, exercisers, baby rockers and any other item that falls into that category are prohibited; Earthquake safety and necessity of drills are to be conducted every 6 months and logged; Required forms for children’s files, facility files, staff files, and posting requirements; Fingerprint clearances and the transfer process.

Children are inspected (wellness check) for illness as they arrive. A review of medication policy indicated that over the counter medication or prescription medication (current date) is administered only with parents written permission. Medication is brought and taken home daily and is stored properly labeled in its original container. Facility currently has no prescription medication for children.

The above facility was found to be in substantial compliance. No deficiencies were cited during today’s inspection. An exit Interview was conducted, a copy of this report, and notice of site visit was provided to director, Jennifer Najera.
