On 2/13/2020, Licensing Program Analyst (LPA) Helen Estrella arrived at the facility to conduct a 1-year required inspection. Upon arrival, LPA met with Teacher L. Duong and Teacher W. Muro and informed them the nature of the inspection. LPA confirmed with the facility that all adults have obtained a criminal record/TB clearance. LPA was guided on a tour of the facility.

The facility is housed within Mark Twain Preschool. The program operates an AM and PM session and utilizes classrooms (9-P1) and (10-P2). LPA observed the following teacher to child ratios in each classroom:
P1: 13 children being supervised by (1) Teacher and (1) Instructional Assistant ; P2: 13 children being supervised by (1) Teacher and (1) Instructional Assistant.

LPA observed and inspected the following during today's inspection: Each classroom was equipped for learning, games and activities. Furniture and equipment was inspected for age appropriateness and good repair. The telephone service, heating, lighting, and ventilation is adequate in each classroom. There is drinking water in the classroom. Cubbies were observed for children's belongings. There is a first aid kits in each classroom. LPA observed several age appropriate games, toys and balls for outside play. The bathrooms are located inside the classrooms. The toilets and faucets were inspected and are functioning properly. The toilets and sinks are age appropriate. There is soap in each bathroom. LPA observed a refrigerator in each classroom. The facility provides a morning breakfast and afternoon lunch only. All meals are delivered by Lawndale School District. Menus and required licensing forms are posted. The chemicals and cleaning supplies are kept high above the sink and inaccessible to children in care.

Inspection of the outdoor play area was conducted. Climbing structures, swings, slides and other large play equipment is found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. Drinking water is readily available on the play yard. The is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris. There are no bodies of water present at the facility.

Children files are in the classroom. All staff records are stored at the district office. Staff are currently associated to the campus in which they are assigned to work. LPA observed CPR/First Aid expires 6/2021. The facility currently provides Incidental Medical Services (IMS).

Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

The facility was informed of the following during today's inspection:
Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/.

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. The licensee was informed of the responsibility to report suspected Child Abuse by calling the Child Abuse Hot line at 1-800-540-4000. Also call the CCL office within 24 hours of the Unusual Incident and follow up with a written Unusual Incident/Injury Report (LIC 624B) within 7 business days.

Lead Bill - Health & Safety Code 1596.7996. Licensee was made aware of AB 2370, requiring a licensed child day care center located in a building constructed before January 1, 2010, to have its drinking water tested for lead contamination and to let parents or legal guardians of children enrolled about the requirement to test and result of the tests.

The licensee was informed how to obtain quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee encourage to inform staff of viewing child care videos that explain licensing topics relevant to families and child care providers at: https://ccld.childcarevideos.org

The licensee was advised that, once licensed, the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, (Type A violation), a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. The applicant was made aware that a licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

The facility appears to be operating within substantial compliance. A copy of this report and a Notice of Site Visit was provided to the Director and an exit interview conducted.
