On 2/5/2020, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced visit to the facility to conduct a 1-year required inspection. Upon arrival, LPA met with the Director Demi Lara and informed the nature of the visit. LPA confirmed with the Director that all adults present at the facility have obtained a criminal record clearance and/or exemption and appear to be associated to the facility. LPA was guided on a tour of the facility (inside and outside).

The facility has 3 classrooms. LPA observed a census of 40 children being supervised by a total of 10 staff, 1 Director and 1 Assistant Director during the inspection. The following supervision of child to adult ratios were observed: "Prek" room: 12 children with 3 staff; "Preschool" room: 18 children with 4 staff; "toddler" room: 10 children with 3 staff.

All areas identified on the facility sketch were inspected. A walk through of each classroom space was conducted and it was observe to be clean and free of potential hazards. Furniture and children's play equipment appears in good repair and age appropriate. There is adequate heating, lighting, ventilation throughout the facility. Drinking water observed to be available (inside and outside). Disinfectants, cleaning solutions, poisons and other items that may pose a hazard to children are inaccessible. Napping equipment was observed and in good condition. The Director states the facility provides AM/PM snack and children bring lunch and after school snack. It was observed sufficient snacks are available when needed. LPA observed seven (6) toilets and (6) sinks (5) hand washing stations and (2) changing tables. There was sufficient toilet paper, cleaning supplies in each restroom. Sign in/out sheets match physical census observed. The facility is operating within the capacity limits of the license.

LPA observe the outdoor area. Each class was observe to have its own play area. There is age appropriate equipment and toys and appear in good repair. Play area was observe to be free of hazardous items and there are no bodies of water present on the premises.

LPA reviewed children's records and were observed complete with CCLD forms. The facility roster was up to date and at least one staff is currently certified with Pediatric CPR/First Aid that expires on 07/2021.

The facility provides Incidental Medical Services (IMS) at this time. LPA reviewed medication list and allergy plans for children and it was observed that each medicine is appropriately stored and labeled.

Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

The facility was informed of the following during today's inspection:
Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. The licensee was informed of the responsibility to report suspected Child Abuse by calling the Child Abuse Hot line at 1-800-540-4000. Also call the CCL office within 24 hours of the Unusual Incident and follow up with a written Unusual Incident/Injury Report (LIC 624B) within 7 business days.

The licensee was informed how to obtain quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee encourage to inform staff of viewing child care videos that explain licensing topics relevant to families and child care providers at: https://ccld.childcarevideos.org

The licensee was advised that, once licensed, the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, (Type A violation), a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. The applicant was made aware that a licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

The facility appears to be operating within substantial compliance. A copy of this report and a Notice of Site Visit was provided to the Director and an exit interview conducted.
