Licensing Program Analyst (LPA) Silva Garibyan conducted a visit to the facility for the purpose of delivering the findings on the above allegations. LPA met with Maryam Zolfaghari, Licensee , office assistant at 1 : 15 p.m on 12/12/2019. Licensee was present with three children and two assistants ( her daughter and her husband).

Based upon the evidence obtained through the course of investigation which include observations at the facility, interview with relevant parties there is insufficient evidence to support or disprove that Adult in home had inappropriate interactions with daycare child, Adult in home spoke inappropriately to day care child, Licensee hit day care child, Licensee handled infant in a rough manner, and Licensee is restraining infant. Therefore, this allegations have been determined unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
An exit interview was conducted and a copy of this report was provided.
