On 11/13/2019 at 01:26 pm, Licensing Program Analyst (LPA) Sabrina Martinez met with Yun Jeong Yi, Center Director, for the purpose of conducting a required annual inspection. The facility is an after-school program. LPA Martinez toured and inspected one classroom as identified in the facility sketch. The after-school program hours of operation are from 1:30 pm to 6:00 pm, Monday through Friday. The facility is operating within capacity limitations.

Upon arrival, the after-school program was not in session yet and LPA did not observe children in the facility. LPA did not observe bodies of water in the premises. Per center director there are no firearms or weapons in the classroom. LPA did not observe firearms or weapons. LPA observed disinfectants, cleaning solutions, poisons, and other dangerous items stored in a locked cabinet, inaccessible to children in care. Per director, children currently enrolled in the program do not require medications.

LPA observed the classroom to have age appropriate material and equipment. Furniture in the classroom was found to be in good condition, free from sharp, loose, or pointed parts. All kitchen, food prep, and storage areas were observed to be clean, free of litter, rubbish, and rodent or vermin. LPA inspected the refrigerator and found all foods/beverages capable of rapid spoiling stored in covered containers at 45 degrees Fahrenheit or less. Snacks are provided by the facility and a menu was observed posted at the facility. Food and snacks were inspected for availability, quantity and appropriateness to children in care. Solid waste storage vessels, including moveable bins, were observed to have tight fitting covers on, and are in good repair. LPA observed uncontaminated drinking water available both indoors and outdoors.

There are no climbing structures at this facility. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc.

The facility has one or more functioning fire extinguishers, smoke detectors that meet statutory requirements. LPA observed a fully charged 2A10BC fire extinguisher). Facility was observed to be operating within the conditions, limitations, and capacity specified on the license. At least one person was observed to be trained in CPR and Pediatric 1st Aid. Licensee has completed the training for Adult and Pediatric CPR AED/ Basic First Aid (expires 05/2020).

FACILITY IS NOT CURRENTLY PROVIDING IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The licensee was advised how to access forms and Regulations for Child Care Center online at www.ccld.ca.gov. Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises. The Center Director was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. The following were also discussed with the Center Director:

Assembly Bill 633: Upon receipt of a citation for a Type A Deficiency, the director shall post the licensing report for 30 days in addition to the Notice of Site Visit & provide copies of the licensing report (LIC 809D/9099D) to parents/guardians of children in care at the facility by the close of business the following day

or the next day child returns to the facility. The same report must be provided to parents/guardians of children newly enrolled at the facility during the next 12 months & licensee will obtain a signed Acknowledgement of Licensing Reports (LIC 9224) from parent/guardian & place it in each child's file.

Senate Bill 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. All appeals must be sent to: California Department of Social Services | Community Care Licensing Division| 300 N. Continental Blvd. Suite 290-A |El Segundo, CA 90245

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

An exit interview was conducted and a copy of this report along with the Notice of Site Visit were provided to Yun Jeong Yi, Center Director.
