On 6/19/19, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced annual/random inspection to the facility. Upon arrival, LPA met with on-site Director Darlene Ayala and informed her the nature of the inspection. LPA verified that all staff have criminal record/TB clearance and are associated to the facility. LPA was guided on a tour of the facility (inside and outside).

The facility is a preschool with a toddler component. The license includes 14 preschool children and 18 toddlers. The facility consists of 3 classrooms. The main classroom (classroom #1) is for preschool children, classroom #2 and #3 are toddler classrooms.

LPA observed the following teacher to child ratio: There was 9 preschool children with 2 staff and Director in classroom #1. There was 6 toddlers 2 staff in classroom #2 and there was 9 toddlers with 2 staff in classroom #3. LPA observed a total census of 24 children at the facility during today's inspection.

All areas identified on the facility sketch were inspected. Sign in/out sheets were observed and it reviewed that there was 4 children present at the facility whom were not signed in by authorized parent/guardian at the time of drop off. A walk through of the classroom spaces was conducted and each area accessible to children was observed to be clean of debris and free from any potential hazards. Furniture appeared in good repair and age appropriate for children in care. There is adequate lighting, heating and ventilation. Drinking water was observed readily available. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. Napping children were properly supervised within rations. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children was observed to be inaccessible to children. There are several fully charged 2A10BC Fire Extinguishers at the facility. There is an operable smoke/carbon monoxide detector and was inspected during the visit. Fire and disaster drills are conducted monthly. A review of medical policy, including administering, labeling, storage, and records were made.

The restroom area was inspected and there are sufficient toilets and sinks to accommodate the facility's capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. The restroom has adequate toilet paper and paper towels/wipes available. Restroom appear clean. There is adequate lighting/ventilation in the restroom area.

Children's files were complete with all required CCLD forms. Director and teachers are currently certified in pediatric first aid and CPR which expires on 8/2017.

The facility does not provide Incidental Medical Services (IMS) at this time. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

The facility was informed of the following during today's inspection:
All adults 18 years of age and older providing Care & Supervision and/or have continuous presence in the facility shall adhere to a criminal background clearance with the Department of Justice, FBI and Child Abuse Index Check. A civil penalty of $100 per day will be cited if any adults 18 years of age older does not meet these requirements

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com.

Senate Bill 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.
