On 06/12/19, Licensing Program Analyst (LPA) Karren Starks made an unannounced visit for the purpose of conducting an Annual/Required inspection. LPA met and toured the inside and outside of the home with licensee, Cheryl Thompson who had 2 children in care at the time of inspection. The facility is a 2 bd, 1 ba, single story home with a living room, dining room, kitchen, breakfast nook, service porch/laundry room and a den. The living room and dining room have been designated as the children's area. Residents of the home are the licensee and her adult daughter, Dawna Thompson. The home also has a back room attached to the garage and is off limits to children in care.

There is a fully charged fire extinguisher in the dining room area. The smoke and carbon monoxide detectors are in operable condition and tested during inspection. Electrical outlets were covered. The home has a wall heater that is properly screened. Licensee's First Aid/CPR are current (07/2019). A complete First Aid Kit. As well as the required postings.

Per the licensee there are no pets or weapons in the home, LPA did not observe a weapon or any pets at the time of visit. Furniture and equipment was inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Chemicals, detergents, cleaning compounds, medications and sharp pointed objects are inaccessible to children. Child's records were reviewed and found to be complete. Drill Log and Roster observed

Licensee has age appropriate outdoor play equipment. Play area was inspected for hazards and inaccessibility of bodies of water. At time of visit there were no bodies of water.

Per the licensee at this time the backyard area is not being used for outdoor play, the driveway area which is gated is used for outdoor play. LPA inspected the area and did not observe any debris or hazards.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Senate Bill (SB) 277 New Immunization Requirement: Beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Assembly Bill (AB) 2084: Health Beverages in Child Care: Commencing in 2010, legislation was established regarding nutrition standards for beverages served in licensed child care centers and home. Only unflavored, unsweetened, nonfat (fat free, skim, 0%) or low-fat (1%) milk can be served to children over two years of age. No beverages with added sweeteners, natural or artificial, can be served, including sodas, sweet teas, juice drinks with added sugars, flavored milks and diet drinks. A maximum of one serving (4 to 6 oz. for 1 to 6 years old) of 100% juice will be allowed per day. Clean and safe drinking water must be available at all times, including meals and snacks.
