Licensing Program Analyst (LPA), Silva Garibyan met with the director Kathleen Richardson and conducted an Annual Random visit. LPA toured and inspected the preschool in accordance with the facility sketch on 05/14/2019 at 11:00 a.m. Facility is currently licensed for a capacity of 42 children. There are no children enrolled for this year. There was one teacher on the premises along with the director. The facility is located on church premises. In addition to the Preschool, the premises houses a Private school which teaches grades Kindergarten through 8th grade. There are no bodies of water on the premises during the visit. The facility consists of 2 classrooms, separated by age groups.

The following were observed during this visit:


1. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
2. Cleanliness of bathrooms, operation of toilets and sinks. .
3. Inaccessibility of chemicals and toxins to children in care
4. Sign in/out sheets; postings; emergency disaster drill logs.
5. Storage of children's belongings/Napping equipment.
There are cubbies for children's belongings in both classrooms. LPA observed a sufficient quantity of cots available for napping children. The bedding is stored separately and properly in between the cots.
6. Current certification for CPR and First Aid for the director and staff expire 8/2020.
There are 3 wall heaters inside the classrooms that were observed to be properly screened. Director stated that the wall heaters are not used and the facility has central Air conditioning and heat.

Outdoor play equipment, bicycles and toys were observed to be in good condition. The outdoor yard consists of an open cemented area for bicycle play and there are tables and benches where children eat meals. The rear yard and a smaller yard near the preschool room have covered patios that provide outdoor shade. There is another yard at the front of the classrooms consisting of grass and a small cement area for play houses. This area has shade tarps.

The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com.



New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee was also made aware that the quarterly updates are also in Spanish.
