Licensing Program Analyst (LPA) Silva Garibyan conducted an unannounced Required - 3 year inspection. LPA met with Karen Nunez, Director, who guided analyst on a tour of the facility. This is a preschool program serving up to 50 children. The facility operates Monday through Friday, from 7 AM to 6 PM. All children are under supervision, including visual supervision of a teacher at all times. A review of the sign in/out sheets was conducted to verify the current census of children. Facility is operating within capacity limitations. The facility consists of 2 classrooms located on the premises of St. Patrick's School; a private school for grades Kindergarten through 8. Preschool children are walked to the preschool room by their parents. There are classes for grades K-3 in the same building as the preschool. There is a waiver on file for the shared use of the yard on an alternating schedule between the preschool and school age children. LPA observed five children in Preschool classroom being supervised by two teachers, and 14 children in Pre-K room supervised by two teachers. LPA verified that all adults present in the facility have obtained criminal record clearances and are associated to the facility.
LPA observed the following postings in each classroom: License, LIC 613A, the PUB 393, Child Care Center Notification of Parents' Rights Poster, LIC 610 Emergency Disaster Plan with the telephone number of the local health department, information on child passenger restraint systems (PUB269). Furniture and equipment were inspected for age appropriateness and good repair. A walk through of the classrooms was conducted, classrooms were found to be clean and free from any potential hazards. Furniture was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Classroom floors are clean and safe. Carpets are vacuumed daily and cleaned routinely, every 6 months or more frequently as needed.

Drinking water is readily available in each classroom. LPA observed water dispensers in the classrooms. Children bring their own water bottles from home. There are first aid supplies in each classroom and school Principle's/Main office. Children are inspected for illnesses as they arrive. A review of medication policy indicated that Medication is administered by the director, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children. There is a separate area for isolation and care of ill children in Principal's/Main office. There is a mat available for each ill child. An isolated toilet and sink are available for ill children. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. LPA observed cots available for each child. Cots are being sanitized once a week. Bedding is stored separately. Napping children are properly supervised within ratios.

Children's bathroom is accessible from Preschool classroom and consists of 4 toilets (2 in stalls and 2 side by side) and 3 sinks, all functioning properly. There is one sink available in each classroom to meet the requirement for the approved capacity .LPA observed toilet paper, soap and paper towels readily available.



Director states that parents provide lunch and snacks daily. Prepared lunch is available when parents sign up. Food is available in the event a child's lunch is forgotten in school's kitchen. The chemicals are kept separate from the food. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. Trash cans used for solid waste disposal contain a tight fitting lid. Trash cans for paper waste do not have lids.

The outdoor yard consists of an open yard that is also used by the Private school (waiver on file), fenced off play area for preschool only, and covered area with lunch benches. Outdoor play equipment, bicycles and toys were observed to be in good condition.

LPA conducted a Children's Records Review for completeness and to ensure children have proper forms such as Identification and Emergency forms, Immunization records, Health History, Personal Rights, Parents Rights on file. The children's roster was available and current. Staff Records were reviewed to ensure the following: Criminal record clearance or criminal record exemption, education credits required, current CPR/First Aid and health preventative practices, proof of immunization against pertussis and measles and influenza and/or flu declination, Mandated Reporter training. Three staff do not have current Mandated Reporter Training Certificates and two staff do not have Health-Screening reports in staff files.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
