Licensing Program Analyst (LPA), Silva Garibyan met with the director Ruth Marroquin and conducted an Annual Random visit. LPA toured and inspected the preschool in accordance with the facility sketch on 05/14/2019 at 7:30 a.m. Facility is currently licensed for a capacity of 50 children. There were 3 teachers on the premises along with the director. Facility is operating within capacity limitations. There are no bodies of water on the premises during the visit. The facility consists of 2 classrooms located on the premises of St. Patrick's School; a private school for grades Kindergarten through 8. The facility operates Monday through Friday, from 7 AM to 6 PM. Preschool children are walked to the preschool room by their parent. There are classes for grades K-4 in the same building as the preschool. There is a waiver on file for the shared use of the yard on an alternating schedule between the preschool and school age children.

The following were observed during this visit:

1. Teacher/child ratio;
2. Care and supervision of children in care; teacher/child interaction;
3. Availability of drinking water to children both indoors and outdoor
Drinking water is clean and safe; there is a filtered water system inside the classroom at the sink.
Sippy cup/water bottles was observed
4. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
5. Cleanliness of bathrooms, operation of toilets and sinks. .
6. Inaccessibility of chemicals and toxins to children in care
7. Sign in/out sheets; postings; emergency disaster drill logs.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.
New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee was also made aware that the quarterly updates are also in Spanish.

8. Storage of children's belongings/Napping equipment.
There are cubbies for children's belongings in all classrooms. LPA observed a sufficient quantity of cots available for napping children. The bedding is stored separately in the cubbies. Director was advised to ensure that bedding be properly folded or stored to prevent bedding from touching another child's bedding.
9. The director has current Pediatric CPR/First Aid training to expire in 08/2019.
10. Sample of children's files were reviewed for accuracy and completeness.
11. Sample of staff files were reviewed.
The facility provides 2 snacks daily. Several children bring their own lunches and an optional prepared breakfast and lunch are available. Snack and optional meal menus were observed. Snacks are stored and served inside the classroom; each room has its own refrigerator and sink. Optional meals are delivered to the private school and stored in the school's kitchen. Trash cans used for solid waste disposal contain a tight fitting lid.
The outdoor yard consists of an open yard that is also used by the Private school. The preschool uses portable toys and equipment for activities. There is a current waiver for the shared use of the yard. LPA provided director with a copy of the waiver and advised that a condition of the waiver is that it must be posted along with the yard usage schedule. Shade is available under a covered patio;
however, licensee must have a bench or chairs available for children seeking a place to rest. There is also a large covered area with lunch benches when the preschool uses the main yard.
The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.
