On 06/25/19, Licensing Program Analyst (LPA), Karren Starks made an unannounced visit for the purpose of conducting an Annual/Random inspection. LPA met with and toured the facility with licensee JoAnn Tracy. This is a single story 3 bedroom, 2 bathroom home. The family room, dining room and kitchen are used for care Family members residing in the home include licensee and 1 adult. There were 8 children in care at the time of visit, along with two assistants. One adult that had a Criminal Record Clearance and one 17 y/o.
The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. There is no pool, spa or other bodies of water on the premises.

Per licensee, there are no weapons or firearms in the home. The LPA did not observe any weapons.

There are age appropriate toys and napping equipment on the premises. LPA observed a fire extinguisher (3A 10BC) on the floor of the laundry room and smoke detectors are in operable condition. Licensee has current copies of CPR/First Aid both expire 09/2019. Licensee has the required postings.
The bathroom that is used for children in care is off the hallway from the family room area. The back bedroom is used for isolation for sick children in care. The floor heater in the child care area is properly screened. Other bedrooms are made inaccessible by door locks. First Aid Kit was observed. Incidental Medical Services (IMS) was discussed, is not being provided at this time. LPA observed licensee's Mandated Reporter Training certificate. Licensee reminded that assistant must also take training. Children's records reviewed and found to be complete.
The children in care access the backyard through the kitchen and service porch area. Children's eating is done at the table in the kitchen and the cabinets were observed to have safety latches for inaccessibility. The play equipment was inspected for safety and hazards. The backyard is gated with a garage and shed which both are made inaccessible to children in care with locks. Regulation prohibits the smoking of tobacco in a private residence licensed as a family child care home during the hours of operation.

The following were also discussed with licensee:

Assembly Bill (AB) 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. All appeals must be sent to:

Senate Bill (SB) 277 New Immunization Requirement: Beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

Assembly Bill (AB) 2084: Health Beverages in Child Care: Commencing in 2010, legislation was established regarding nutrition standards for beverages served in licensed child care centers and home. Only unflavored, unsweetened, nonfat (fat free, skim, 0%) or low-fat (1%) milk can be served to children over two years of age. No beverages with added sweeteners, natural or artificial, can be served, including sodas, sweet teas, juice drinks with added sugars, flavored milks and diet drinks. A maximum of one serving (4 to 6 oz. for 1 to 6 years old) of 100% juice will be allowed per day. Clean and safe drinking water must be available at all times, including meals and snacks.
