On 11/21/25 LPA Richmond completed observations and interviews with staff and children.
Between 10/23/25 and 01/08/26 LPA Richmond contacted parents of children enrolled in the above-mentioned Childcare Center to conduct interviews.
On 1/08/26 LPA Richmond completed interviews with children.
A full investigation was conducted which included observations, records reviews, and interviews. Based on observations, record reviews, and interviews, there is not sufficient evidence to show that there were personal rights violations. Therefore, the above allegations are found to be UNSUBSTANTIATED, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur.
LPA Richmond completed technical assistance with Director Dimuthu regarding food service. The assistance includes center making available a monthly menu for all food items consumed while in the center that are not provided by parents of the children. The menu is to include any supplemental food items offered and or provided as well as any food related art activities completed in the center for parents to review. Director will email menu for Feburary 2026 to LPA at: ranita.richmond@dss.ca.gov. Director will email by 01/22/26.
Per Title 22 Regulations and Health and Safety Codes, no citations were issued.
An exit interview was conducted, and a copy of this report was read and provided to Director, Dimuthu Ratnasekare.
Notice of Site Visit was provided and required to be posted for 30 days.
