On 10/17/2022 Licensing Program Analyst (LPA) Judy Laureano conducted an unannounced Annual Required Inspection at The City of Beverly Hills Preschool Program located at 624 North Rexford Drive, Beverly Hills, CA 90210 and met with Director Laurie Galen and toured the facility indoors and outdoors. LPA inspected 2 classroom out of the three classroom currently licensed. LPA observed 30 children and 4 staff members and Director providing care supervision. Days and hours of operation are Monday through Friday 9:00 a.m. to 2:00 p.m.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible in each classroom. Classrooms keeps all cleaning solutions on the top of the refrigerator and/or top cabinets- all content made inaccessible to the children in care. Director confirmed that two out of the three classroom are being used. Maintenance is provide by the elementary school. No poisons were observed during the inspection.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Facility has a current outdoor waiver on file and needs to be posted with license.

All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Water fountains were observed in the outdoor space and children bring in their own water bottle from home. Children currently bring in snacks and meals from home.

Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility a centralize fire alarm and smoke detector system that includes a sprinkler system. Both classrooms were observed to have a working carbon monoxide detector.

Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Capacity and limitations as specified on the license are being maintained.

At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. LPA reviewed staff files and 3 out 3 files had current Mandated Reporter Training. Three out of three staff members had current CPR and Pediatric First Aid on file. LPA advised director to ensure that all files are current with all the necessary LIC forms. LPA reviewed a sample of children’s files and observed 1 out of 5 files was incomplete; missing proof of immunization record. 4 out of 5 files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment.

As an added precaution, LPA requested Director to install a child’s safety gate between the classroom space and kitchen area and/or safety latches on the top and bottom drawers to ensure the area is inaccessible to the children in care.

The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care.

Facility representative, Laurie Galen, was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
