On 11/01/19 Licensing Program Analysts (LPAs) Jeanette Estrada, Stella Guttierrez, Dalicia Adkins and Licensing Program Manager (LPM) Victor Bautista conducted an announced pre licensing visit at The City of Beverly Hills Preschool Program in order to inspect the facility for an increase of capacity from 40 to 60 Preschool Age Children. The program operates on the Hawthorne School campus located at 624 North Rexford Drive, Beverly Hills CA 90210. The program serves children ages 3-5 years old and the operating hours are 9 am to 2 pm. Upon arrival CCL staff were greeted by a security guard before being allowed entry into the school. A valid ID is required for entrance. CCL staff met with Directors, Bela Sen, Laurie Galen and Shakina Campbell who provided a tour of the facility.

CCL learned that the classroom for which they are requesting the waiver is already in use. 45 children were present at the time of the visit. CCL staff observed adequate staff per the number of children. Director Bela Sen explained that the preschool program at Beverly Vista had been closed in June of 2019 and they began operating at this location in August of 2019. Therefore The City of Beverly Hills Preschool Program currently consists of three classrooms, Class # 1 (room 140) and Class #2 (room 141), Class #3 (room 151) which operate independently from each other. Each classroom has a Director/ head teacher but all classrooms are under one license. CCL staff observed a fire extinguisher, fire alarms and first aid kits in each classroom. The smoke detectors are centralized and controlled by the Beverly Hills School District. There are no Carbon Monoxide detectors. Director Bela Sen agrees to have program purchase Carbon Monoxide detectors for each classroom and to send in proof to the department.

The children's restrooms are located just outside rooms 140 and 141. There are 2 restrooms, one for boys and one for girls. In the boy’s restroom there are 2 toilets, 3 urinals and 2 sinks. In the girl’s restroom there are 3 toilets and 2 sinks. Per the directors, the teachers escort the children to the restroom and stand inside the restroom with them to provide supervision. The application indicates that a brand new room, Class #3 (room 151) would be used as the third classroom. As stated previously, this classroom is already in use by the program. There were 16 children present. Class #3 is located across from the play yard where the play structure is located. This classroom also has its own Director/ head teacher. Although a fire safety inspection has been conducted, the fire clearance has not been submitted to the department. This classroom was inspected and evaluated to determine whether it can accommodate 20 children.

Classroom was observed to be clean with adequate ventilation. Fire alarms and a sprinkler system were observed. A first aid kit and a fire extinguisher were observed as well. Director/ Head Teacher for this classroom, Shakina Campbell stated that if needed, there is a nurse on site for the Hawthorne School that the preschool program is allowed to use. Directors also stated that the health office for the Hawthorne School is the isolation area when the child is supervised by a preschool teacher. All electrical outlets were covered. Cubbies are located inside the classroom for the storage of children's belongings. There is a kitchenette area that is shared with another program at Hawthorne School (special education program). Director/ Head Teacher Campbell explained that Class #3 utilizes half of the area. LPA Estrada inspected whole area. LPA Guttierrez advised for teachers to conduct an inspection of all the cabinets and cupboards in case of any mis-communication by the programs.

Room #3 (NEW ROOM) Measurement : 702 sq. ft minus the encumbered space: total measurement = 613 sq. ft.

The outdoor area (Main Play Area) was also inspected for health and safety. LPAs observed one big play structure atop a cushioned floor. Cushioned floor is covered in artificial turf. Per the directors, the play structure was recently updated and some features were replaced by the Beverly Hills School District. The artificial turf was set up in 2015. Since the preschool operates on a school campus the outdoor space is shared with the kindergarten class from the elementary school. There is a waiver on file for the two current classrooms that allows use of the yard. A copy of the staggered schedule was submitted during today’s visit. All three classes shall not be outside at the same time.

There are 2 more outdoor areas that are being used as well (Bike Area and Courtyard). The Bike Area is just across from the Main Play Area that was previously measured. There is a rose bed in the Bike Area which must be supervised at all times. The Courtyard is an area that is in between Room 140 and Room 141 and per the Directors it is utilized for birthday parties and some activities. When the Courtyard is used for special activities teachers only have 4 to 5 children in the area. Per the measurements a total of 4 children are allowed at once.

CCL Staff measured the outdoor areas.

Outdoor area:

· MAIN PLAY AREA – Measurement: 3,267.49 sq. ft.

· BIKE AREA- Measurement: 2,038.87 sq. ft.

· COURTYARD AREA – Measurement: 316.88 sq. ft.

An update of the waiver was submitted during today’s visit and will be on file. Conditions for outdoor area as required by the department were discussed with the Director: There must be active supervision at all times and staff must adhere to the staggered schedule that has been submitted. Still, all three classes shall not be outside at the same time. If any changes to the schedule occur, they must be submitted or communicated to the department before the implementation.

Facility was found to be in excess of capacity at the time of the visit due to Room# 3 already being in use prior to approval by the department. A deficiency is being cited today. Please see 809 - D

Final determination of the increase in capacity for The City of Beverly Hills Preschool Program will be granted upon receipt of the Fire Clearance. An exit interview was conducted and a copy of this report and a copy of the capacity worksheet was provided was given to the facility representative. Appeal rights are being issued as well.
