On December 3, 2019 at 8:45am, Licensing Program Analyst (LPA) Loyce Phillips met with the facility Director, Janet Bartlett for the purpose of an Annual/Random inspection. There were 15 preschool children upon arrival. There were two teachers and the director on the premises. The center offers full day and part time admission. The facility utilizes four classrooms, but the center currently using two preschool classrooms at moment. The centers hours of operation are Monday through Friday from 8:00am to 11:30am for program 1 and 8:00am to 12:30pm for program 2. During this inspection, LPA toured the facility, observed equipment/supplies and reviewed a sample of children and staff files. Incidental Medical Services (IMS) were discussed. The center currently has no children requiring IMS.

Furniture and equipment were inspected for age appropriateness, good repair, cleanliness and safety. Telephone service was verified. Heating, lighting, and ventilation are adequate. LPA observed age appropriate toys and materials. Fire extinguisher, smoke detector and carbon monoxide detector were observed to be in operable condition.

Each classroom has one bathroom which includes 1 toilet and 1 sink inside. LPA observed soap, toilet paper and paper towels readily available. Staff restroom is off limits and inaccessible to children. CPR and First Aid expire 09/21/21. Mandated Reporter Certificate for Child Care is current. Assistant Director is aware that Mandated Reporter training must be taken every 2 years.

Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. The preschool playground is located across the parking lot. There is a swing/slide set and climbing structure that is securely anchored into the ground. There are little tikes houses and play sets. A water fountain is available for children to drink water from. There is an area for shade and rest. Play area was inspected for hazards and inaccessibility to bodies of water.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that prescription medication (with child name ) is adminster. The director administers medication and documents the dosage, date and time onto a log. Medication is brought and taken home by the parent daily in it's original container/stored in its original container and properly labeled. Medications are stored in the locked medication in storage box. There is a separate area for isolation and care of ill children in the director's office. A separate mat with fresh linens available for each ill child.

There is a locked storage area where chemicals are stored away from food and snacks. The facility provides am snacks and parents provide a sack lunch which is properly labeled and stored away. There are water fountains in each classroom readily available for children to use. Weekly snack menus are posted. LPA observed an appropriate amount of food and snacks in the storage area.

Teacher/child ratios were observed. Fire/earthquake drills are current. Current children's roster is maintained.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. There are no bodies of water or weapons on the premises. The department has inspections authority.

Director can visit www.shotsforschool.org for Immunization information.


Director was advised to visit the CCL website (www.ccld.ca.gov) to review regulations, past quarterly updates and obtain the latest quarterly updates and changes to regulations.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).

No deficiencies were cited during today's inspection.
