32 | Per licensee, outdoor play is conducted in the backyard. LPA observed outdoor play area is fenced and fully enclosed. LPA observed no hazardous items that can pose a danger to children. During inspection, LPA observed a pile of metals poles in backyard accessible to children in care. Per licensee, poles are from shade that came undone due to windy and harsh weather. LPA advised for poles to be removed and inaccessible to children in care. Co-licensee, Darren Thomas, immediately addressed concern and removed poles to off-limit area inaccessible to children in care. A technical violation citation issued. LPA advised licensee that total supervision to be maintained at all times during outdoor play. LPA observed there no swimming pool or bodies of water.
During inspection, three children’s records were reviewed. Per children's record review, LPA observed one children’s file missing complete LIC9227 form. Per licensee, form was completed by parent, but is misplaced. Per licensee, new form to be completed and signed by parent. A technical violation citation issued. During children’s record review, LPA observed 15-minute log not being documented. Per licensee, she was informed that once child moved from playpen to cot, log was no longer needed. LPA advised licensee of Title 22 safe sleep regulations. A technical violation citation issued.
A review of staff records indicates that co-licensees have the following updated certificates: mandated reporter certificates with expiration date of 6/2024, updated CPR/1st aid certificates with expiration date of 5/2024 and updated immunization records on file for measles, pertussis, influenza and TB clearance. LPA reviewed the following documentation to be kept in facility: facility license, LIC610A, facility fire drill logs, PUB 394, and LIC9040.
Licensee Vernon was advised that regulation prohibits the smoking of tobacco in a private residence licensed as a family childcare home during the hours of operation. LPA reviewed with Licensee Vernon items prohibited in FCCH, no baby bouncers, no infant walkers, No Johnny jumpers, no saucer chairs, and any other item that falls into that category are not permitted in the facility.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. |
