On 10/04/2022, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced visit for the purpose of delivering findings for the complaint received on 07/22/2022. LPA met with Licensee, Catalina Arriaga and discussed the purpose of the visit. LPA observed 03 adults and 05 children in care. All adults present have criminal record clearances and associated to the facility.

On 07/28/2022, LPA Suzette conducted an unannounced visit at the FCCH. LPA observed children engaged in outdoor play time while interacting with staff. There was enough shade and water available outdoors. LPA observed indoor space to have air conditioning. LPA observed the trash areas to be free of flies. Parent interviews were conducted and statements obtained show that the licensee keeps the children indoors with air conditioning when it is excessively hot and parents have no concerns regarding the health and safety of their children.

Based on LPA’s observations, interviews conducted with staff and parents and documents obtained over the course of the investigation, LPA was unable to substantiate the above allegations. Therefore, the allegations are determined unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred.

An exit interview was conducted, and a copy of this report was provided to Licensee Catalina Arriaga.
Notice of Site Visit was provided and to be posted in a prominent area for 30 days.
