32 | Based on LPA’s observations, interviews conducted with staff and parents and documents obtained over the course of the investigation, LPA was unable to substantiate the above allegations. Therefore, the allegations are determined unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred.
