On 1/4/2023 Licensing Program Analysts (LPA) Judy Laureano conducted unannounced Annual Required Inspection at 1030 N. Vista Street, Los Angeles, CA 90046. LPA was greeted by Maria Wessenauer, facility director. Facility owner, Jouliana Baranova, was also present during today’s inspection. LPA toured the facility indoors and outdoors and the following was observed:

Classroom 1-Little Candies- 0 children (10 children were present eating lunch in the kitchen area)
Classroom 2- Busy Bees-13 children and two staff members.
Classroom 3- Shining Stars- 7 children and one staff member.
Facility currently operates Monday through Friday 8:00 a.m to 6:00 p.m. During today’s inspection, 30 children were present. The preschool serves 35 preschool children ages 2 years old up to entry into First Grade..

LPAs toured and inspected the facility in accordance with the facility sketch. Teacher/child ratios are maintained, and adequate supervision is being provided during this visit:

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises.

Disinfectants and cleaning solutions are kept in each classroom, top cabinet making the content inaccessible to the children in care. Director confirmed facility has a designated cleaning person that comes and cleans before the facility opens. First Aid Kit was in each classroom and in the kitchen area. Medication is stored in the top cabinet in the kitchen- making the content in accessible to the children in care.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts.

The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA observed shaded area in the outdoor space with age appropriate play equipment and toys. Areas around high climbing equipment have cushioning material to absorb falls. Teachers ensure playground and outdoor equipment is safe and free of hazard before children use the area. LPA observed director removed two children’s tricycles that need repair- a handlebar cover replaced and a petal replaced. Director agrees to make the two items inaccessible until repairs are completed.

All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Facility provide meals and/or snacks. Menu is sent to families via Brightwheel- online app that is used to communicate with families. All food is protected against contamination and any contaminated food is discarded immediately. Drinking water is available both indoors and outdoors, filter water is provided in each classroom and children are encouraged to bring their refillable water bottle.

Facility has a designated staff that is responsible for daily cleaning and sanitizing an outside pest control vendor is contracted to come quarterly to ensure facility remains pest free. Facility is free of flies, insects and rodents.

Teachers are responsible for the daily cleaning in between classroom activities. No poisons were observed during the inspection. Solid waste storage containers have tight-fitting covers and are in good repair. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort.

Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.

Capacity and limitations as specified on the license are being maintained.

LPA reviewed 5 staff files and observed all files were complete. Director’s Mandated Reporter was completed on 3/29/2022 and CPR and 1st Aid completed with an expiration date of 4/2024. LPA issued two Technical Advisories- Proof of Enrollment in course work and brief description of duties and/roles. LPA provided facility admin with a copy of LIC311A and LIC 125 to use as a guide to audit files and program.

The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. Facility uses an online sign in sheet and a print out is available for LPA's review.

All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care.

LPAs reviewed children’s files and observed files were complete with contact information
for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment.

Facility representative, Maria Wessenauer, was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and facility representative discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
