13 | Licensing Program Analyst (LPA), V. Wheatley conducted an investigation regarding the above allegations. LPA met with the licensee Carolyn Alexander via Zoom on September 4, 2020 due to Covid-19. On that day, LPA explained the allegations which the licensee denied.
During the investigation, LPA Wheatley interviewed the reporting party, the licensee, LPA Larry Cabral of Children's Residential Program, children enrolled and other witnesses. The reporting party did not take any photographs of the child. The Gardena Police Department were called however the department was uanble to obtain any police reports. The licensee denied allegations. The witnesses did not provide information to substantiate the findings. Based on the investigation, and interviews which were conducted, there is not a preponderance of evidence to substantiate the allegations, therefore the allegations are unsubstantiated. Unsubstantiated: A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegations occurred.
