On 2/11/2021 at 3:30 pm, Licensing Program Analyst, Deborah Lowe conducted a virtual inspection with the purpose of this inspection is to provide technical assistance and ensure the facility is safe for the care and supervision of children in care. Due to COVID-19 state of emergency a Licensed Child Care Provider wavier was granted on 2/10/2021 for the facility located at 2175 W. 236th Street, Torrance, CA 90501 to care for children ages 6-10 years-old due to COVID-19. Hours of operation Monday - Friday 7:00 am - 5:30 pm.

Fire clearance was completed on 1/23/2021 and is on file.

Parking lot to this facility is off of Arlington. Check in will take place at the entrance off of the parking lot. Wellness checks will be at the entrance. If children become ill during the day, they will rest in the isolation area located in a room off of the classroom. Children’s authorized representative will be contacted immediately for pickup, if a child becomes ill. Department of Public Health will be contacted in regard to any COVID-19 illness.

As you enter the facility you walk through the kitchenette area that includes a sink for hand washing at entry and exit of the facility. There are saloon style doors 4 foot tall to separate kitchenette area from the classroom. Kitchenette was observed to have a half size refrigerator and a hand washing sink within the counter top.

The 2175 W. 236th Street location is for one cohort size of 12 children only. Children will not commingle with the preschool location at 2165 W. 236th Street. LPA Lowe observed age appropriate furniture including individual desks and chairs. At the time of visit the desks were not arranged for social distancing. LPA Lowe advised Licensee that if 6' of distance between 12 desks cannot be met then she will need to lower capacity to meet the 6' social distancing guidance from Public Health. Classroom has a library out cove, LPA Lowe advised Licensee they will need to have additional staff to help supervise area due to when in classroom staff member will not have full supervision of out cove area.

One single use bathroom was observed to have a toilet and a sink with a door for privacy. A second bathroom was observed with 2 toilets and sink with a half door 4 foot in height. LPA Lowe advised Licensee that they need to ensure the school age children have privacy when using the bathroom.

Licensee stated she will look into replacing the 4 foot door. Licensee stated children will bring lunch from home. Children will bring water bottles from home and facility will provide filtered water for refills.

Outdoor area was observed as a grass area enclosed by concrete and metal gate outside of classroom.

The facility will maintain children files that include emergency authorization cards and staff files that include proof of criminal background clearance. All childcare areas, including the playgrounds, will be cleaned and sanitized daily or more often as necessary following the facilities cleaning and sanitation policies.

A health check on staff and children will be conducted each day upon arrival. LPA Deborah Lowe discussed the terms and conditions of the waiver and facility will ensure compliance with all terms and conditions of the Temporary Waiver and will adhere to Public Health guidelines and directives.

To further ensure the health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility.
