On 9/25/2020 Licensing Program Analyst made an announced visit to the above center for the purpose of inspecting additional classrooms for an increase in capacity of the school age program. The program has a current capacity of 117 and is requesting to increase the capacity to 250. The classrooms to be added are located in the new 2 story building on the second floor; rooms number 201,202,204,205,208 & 209. The program is currently conducting operation in the: Choir room, Mission room, Youth lounge and Wesley Hall.
Ms. Pelc guided LPA on a tour of the new classrooms. Director Mervat Ghabrial will be submitting a waiver to use room numbers 204 & 205 (separated by ceiling to floor partitions and to be used as one classroom). There is an approved fire clearance on file for 250 by fire inspector Michael Judkins of the Los Angeles County FD, Whittier office.

The following was observed of the:

INDOOR ACTIVITY SPACE:
Age appropriate furniture and equipment
Cubbies for children's belongings
Trash cans with tight fitting lids
First aid kits with the required essentials; scissors, tweezer, thermometer. and bandages
Water fountains provide water for indoor and out door use. Children are able to refill water canisters from a filtered water fountain.
There are no open face fire places. Class rooms have central heating and cooling.
Windows are in good repair free of insects, debris or dirt.
Disinfectants and other toxic products were not accessible to children.
The isolation area will be located in the small conference room, across from the school age office and children will use the staff restroom in the hallway of the main office.
Appropriate sized 2AB10C fire extinguisher are located outside of rooms 204/205.

Per fire inspector Michael Judkins of the the facility does not require Carbon Monoxide detectors based on the fact that the center is operated by solar power and there are no gas operated components. Per Health and Safety chapter 8 section 13260 of part 2 of division 12 all center shall have at least one carbon monoxide detector. Director Pelc does not oppose to putting detectors in each class. LPA advises that the devices be placed in each room or adjoining room.

Each class has working telephones

Children are not required to nap, no napping equipment was observed during todays inspection, except for that to be used in the isolation area.

The total measurements for all 6 classrooms = 2763.86 DIVIDED BY 35 SQ.FT per child = 78.97 children

Also observed were two gender identified rest rooms there were 5 toilets and 3 sinks in the girls restroom and 3 toilets, 2 urinals and 3 sinks in the boy restroom for a total of:

9 toilets ( two toilets per one urinal equal = 1 toilet) = 15 children per toilet = 135 children
6 sinks = 15 children per sink = 90 children.

FOOD SERVICES:
The center will provide snacks and parents shall provide lunches for full day hours.

POSTINGS:
Required posting were posted for common viewing; in the class rooms, as well as in the school age office.

SIGN IN AND OUT:
Due to the current pandemic Covid 19 parents and legal gaurdians sign children in and out at the front entry using there original signatures.

OUTDOOR ACTIVITY SPACE
The center is requesting a waiver to share the existing "large play yard" with the existing preschool program
the yard has:
Age appropriate toys and play equipment for both age groups per manufacturer's guidelines were observed.
Wood chips were used for cushioning under climbing apparatus
The play yard is fully gated with a 4 foot or higher gate.
Umbrellaed lunch benches were provided for shading
Water fountains for outdoor use were available.

The outdoor measurements = 10141.50 DIVIDED BY 35 SQ. FT. = 135.22

Based on todays observation and measurements the facility shall be recommended for an increased capacity of 78 additional children based on the indoor space, pending management review and decision of the requested waiver. Approval will bring the capacity from 117 to 195 total.

A copy of this report will be provided electronically to the applicant for review and signing. The applicant will return an original signed copy of the report to the issuing licensing department.
